DISCUSSION: In creating the Charter Update Commission, the Newport Beach City Council has identified a variety of issues for the Commission to consider. The Commission may recommend that additional issues be addressed; however, the City Council must approve any expansion of the Commission's work program. The Commission has received correspondence from the West Newport Beach Association asking that an amendment to Charter Section 400 be considered to change from "at large" to "district only" elections. A copy of the letter from the West Newport Beach Association is attached. Should the Charter Update Commission wish to have this issue added to its work program, staff will transmit it to the City Council for consideration. To clarify, WNBA has not taken an official position; the first letter Mary Fryer was to request the issue be placed on the agenda only. We briefly discussed the Seashore Drive subject of district only elections at our January 27, 2010 Board of Directors meeting and 9491887-0554 need to devote more time to this issue. Although we have not taken a portion either for Nicolai Glazer or against this issue, we believe it is appropriate for the Commission to consider the River Avenue issues in its forthcoming deliberations. 949/306-8339 Jim Miller Therefore WNBA hereby respectfully requests the inclusion of an item to be Newport Island placed on the agenda for review in the upcoming Newport Beach Charter Review being 949/933-9827 conducted by the Charter Update Commission as follows Ann O'Flynn Balboa Coves • Changing to "District Only Elections" from present method of "At -Large 9491645-8233 Elections.
