SUBJECT: REQUEST FROM THE WEST NEWPORT BEACH ASSOCIATION TO
REVIEW CHARTER SECTION 400 — CITY COUNCIL ELECTIONS
RECOMMENDATION:
Discuss the request received from the West Newport Beach Association and determine
whether the request should be forwarded to the City Council for review and approval.
DISCUSSION:
In creating the Charter Update Commission, the Newport Beach City Council has
identified a variety of issues for the Commission to consider. The Commission may
recommend that additional issues be addressed; however, the City Council must
approve any expansion of the Commission's work program.
The Commission has received correspondence from the West Newport Beach
Association asking that an amendment to Charter Section 400 be considered to change
from "at large" to "district only" elections. A copy of the letter from the West Newport
Beach Association is attached.
Should the Charter Update Commission wish to have this issue added to its work
program, staff will transmit it to the City Council for consideration.

In our haste to add this to your agenda, we realize the first letter may be
