SUBJECT: PENINSULA POINT WATER AND SEWER IMPROVEMENTS — AWARD
OF CONTRACT NO. 4066
Recommendations:
1. Approve the project plans and specifications.
2. Award Contract No. 4066 to Paulus Engineering, Inc. for the Total Bid Price of
$1,415,079, and authorize the Mayor and the City Clerk to execute the contract.
3. Establish an amount of $141,000 to cover the cost of unforeseen work.
Discussion:
At 10:00 a.m. on August 25, 2009, the City Clerk opened and read the following bids for
this project:
The low total bid amount is 20 percent below the Engineer's Estimate of $1,778,450. The
disparity between the estimate and the actual bid prices reflect a more favorable
construction market. The low bidder, Paulus Engineering, Inc., possesses a California
State Contractors License Classification "A" as required by the project specifications. A
check of the Contractors references indicates they have satisfactorily completed similar
projects for other municipalities.

The low total bid amount is 20 percent below the Engineer's Estimate of $1,778,450. The

On July 28, 2009, Underground Utilities Assessment District (AD) 103 was approved by
property owners to underground the overhead utility lines in the Peninsula Point
Community. This water and sewer main improvement project was designed, scheduled
and bid contingent on the passing of AD 103. When feasible, the City coordinates the
maintenance and upgrading of water and sewer infrastructures and alley repaving with
the timing of the utilities assessment districts. This allows the City to minimize impacts
to adjacent homeowners.
This project provides for the replacement of damaged and deteriorated water and sewer
mains at Peninsula Point. The work also includes enlargement of mains and
betterments to improve both operational efficiency and fire protection capabilities of the
water system.
Pursuant to the Contract Specifications, the Contractor will have 120 consecutive
working days to complete the work.
Environmental Review:
This project was determined to be exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15301 of the CEQA Implementing Guidelines. This
exemption covers the repair and maintenance of existing facilities.
Public Notice:
The Notice Inviting Bids was advertised in the City's official publication and in
construction industry publications. Prior to starting work, two City prepared notices will
be distributed by the contractor to adjacent residents and businesses. The first notice
will be distributed ten days before work and the second notice 48 hours prior to starting
work in the area.
Geotechnical Services:
In addition to the contract costs, approximately $17,400 in consulting geotechnical
services is estimated for this project and will be performed under the on -call
professional services agreement with Harrington Geotechnical Engineering, Inc.
Funding Availability:
There are sufficient funds available in the following accounts for the project:
