Since the posting of the agenda, the Public Works Department is requesting a
substitution of the staff report for Item No. 6. The substitute staff report contains revised
language concerning the removal of parking restrictions on Mar Vista Drive. The staff
report also includes a revised resolution and location map.

TITLE: Parking Restriction Revision — Vista del Oro and Mar Vista Drive in
Corona del Mar High School Area
ABSTRACT:
On August 9, 2016 the City Council approved parking restrictions to prohibit parking on
residential sides of Vista del Oro and Mar Vista Drive in the area surrounding Corona
del Mar High School to reduce student parking impacts on the surrounding
neighborhood streets.
Since the implementation of these No Parking areas, residents from the Bluffs and
Plaza communities have requested the City revise the parking restrictions to allow
residents to park in the zone overnight to reduce the parking impact to their adjacent
neighborhoods. Staff recommends that parking be restricted between 8:30 am and 3:30
pm on Vista del Oro to allow for overnight parking for residents.
City staff has also met with the Corona del Mar High School PTA to discuss their
concerns regarding impacts to student parking. The recommended parking restrictions
will provide overnight and weekend parking on both streets for the residents, and allow
for unrestricted resident and student parking on Mar Vista Drive. The new parking
controls are proposed in an effort to balance the needs of the residents and the school.
RECOMMENDATION:
a) Determine that the action is exempt from the California Environmental Quality Act
(CEQA) pursuant to Sections 15301 (Existing Facilities) and 15311 (Accessory
Structures) of the CEQA Guidelines because it will have no potential to have a
significant effect on the environment;
b) Rescind Resolution No. 2016-99, A Resolution of the City Council of the City of
Newport Beach, California establishing a "No Parking" area on the north side of

Vista del Oro between Eastbluff Drive and Mar Vista Drive, and on the west side
of Mar Vista Drive between Domingo Drive and Vista del Oro.
c) Adopt Resolution No. 2016- , A Resolution of the City Council of the City of
Newport Beach Prohibiting Parking of Vehicles on the north side of Vista del Oro
between Eastbluff Drive and Mar Vista Drive between the hours of 8:30 a.m. and
3:00 p.m. on weekdays.
FUNDING REQUIREMENTS:
Staff anticipates there will be costs associated with the installation of traffic signage and
necessary enforcement.
DISCUSSION:
On August 9, 2016 the City Council approved parking restrictions to prohibit parking
along portions of Vista del Oro and Mar Vista Drive in the area surrounding Corona del
High School in an effort to reduce student parking impacts on the surrounding
neighborhood streets.
Upon approval, city staff installed No Parking Anytime signs on the north side of Vista
del Oro between Eastbluff Drive and Mar Vista Drive, and on the west side of Mar Vista
Drive between Domingo Drive and Vista del Oro on August 29th. The Police
Department has begun issuing warnings to vehicles that parking is no longer allowed
within this zone.
To better inform the residents of the pending action as well as solicit comments, Public
Works staff also met with both the Bluffs and Plaza Home Owners Associations to
discuss the new parking restrictions. During these meetings, several residents noted
the loss of parking along Vista del Oro and Mar Vista would adversely affect their
neighborhoods. This concern has been reiterated by additional residents that have just
contacted staff within the last two weeks. Many residents around the High School are
requesting a revision of the parking restrictions to allow for overnight and weekend
parking within the zone.
In addition, staff met with representatives of the Corona del Mar High School PTA on
September 9 to discuss their concerns with the loss of student parking around the
school.
To address both the resident and school parent concerns, staff recommends the
parking restrictions on north side of Vista del Oro between Eastbluff Drive and Mar Vista
Drive be revised from a permanent parking prohibition to weekdays between the hours
of 8:30 a.m. and 3:00 p.m. Staff also recommends that the recently approved Mar Vista
Drive parking restrictions be removed, and that parking will be open to both residents
and students with no restrictions. The new parking restrictions are proposed in an effort
to balance the needs of the residents and the school.

Additionally, staff recommends that current street sweeping parking restrictions be
placed on -hold along Vista del Oro between Eastbluff Drive and Mar Vista Drive, and on
Mar Vista Drive between Domingo Drive and Vista del Oro. Staff will review the street
sweeping operations, and will return to Council with any proposed changes to the days
and/or hours of the street sweeping on these two segments.
Municipal Code Section 12.44.010 Parking Time Restrictions, allows for parking
restrictions related to specific hours and days of the week to be implemented through a
City Council Resolution.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is exempt from the California
Environmental Quality Act ("CEQA") pursuant to Sections 15301 (Existing Facilities)
and 15311 (Accessory Structures) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, as the only physical change to the environment will be
the installation of new small regulatory signs within the existing developed public right-
of-way to alert motorists of parking restrictions and no other changes to the streets,
sidewalks or parking spaces is authorized.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

RESOLUTION NO. 2016 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH PROHIBITING PARKING OF VEHICLES ON THE NORTH SIDE
OF VISTA DEL ORO BETWEEN EASTBLUFF DRIVE AND MAR VISTA
DRIVE BETWEEN THE HOURS OF 8:30 AM TO 3:00 PM ON WEEKDAYS
AND RESCINDING RESOLUTION NO. 2016-99
WHEREAS, Section 12.44.010 of the Newport Beach Municipal Code provides
that the City Council may by resolution establish parking restrictions based on specific
hours and days in which no person shall park a vehicle; and
WHEREAS, residents and property owners in the area surrounding Corona del
Mar High School have expressed concerns about students parking in their neighborhood
and impacting parking conditions in the neighborhood streets on days in which school is
in session; and
WHEREAS, in order to address parking conditions relating to students attending
Corona del Mar High School, facilitate the flow of traffic, and eliminate traffic hazards, the
City Council desires to limit the parking of vehicles on the north side of Vista Del Oro
between Eastbluff Drive and Mar Vista Drive on weekdays between the hours of 8:30
a.m. to 3:00 p.m.
NOW, THEREFORE, the City Council of the City of Newport Beach resolves as
follows:
Section 1: The recitals provided above are true and correct and are
incorporated into the operative part of this resolution.
Section 2: The City Council does hereby designate the north side of Vista Del
Oro between Eastbluff Drive and Mar Vista Drive as an area where no vehicles shall park
between the hours of 8:30 a.m. and 3:00 p.m. on weekdays.
Section 3: Resolution No. 2016-99 is hereby repealed.
Section 4: The City Traffic Engineer is authorized and directed to cause signs
to be erected at the above locations, giving notice of such parking restrictions.
Section 5: If any section, subsection, sentence, clause or phrase of this
resolution is, for any reason, held to be invalid or unconstitutional, such decision shall
not affect the validity or constitutionality of the remaining portions of this resolution. The
City Council hereby declares that it would have passed this resolution, and each
section, subsection, sentence, clause or phrase hereof, irrespective of the fact that any
one or more sections, subsections, sentences, clauses or phrases be declared invalid
or unconstitutional.
Section 6: The City Council finds the adoption of this resolution is not subject
to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2)
(the activity will not result in a direct or reasonably foreseeable indirect physical change
in the environment) and 15060(c)(3) (the activity is not a project as defined in Section
15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential for resulting in physical change to the environment, directly
or indirectly.
Section 7: This resolution shall take effect immediately upon its adoption by the
City Council, and the City Clerk shall certify the vote adopting the resolution.
