TITLE: Zone III Pump Station Variable Frequency Drive (VFD)
Replacement — Notice of Completion for Contract No. 6278 (Project
No. 16W16)
ABSTRACT:
On December 8, 2015, City Council awarded Contract No. 6278 (16W16), Zone III
Pump Station Variable Frequency Drive (VFD) Replacement project to Industrial Power
and Automation, Inc. of Temecula, California. The work is now complete and staff
requests City Council acceptance and contract close out.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of
Completion for the project. (At the December 8, 2015 meeting, this project was
found to be exempt from the California Environmental Quality Act (CEQA) pursuant
to Section 15302;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
the Civil Code; and
c) Release the Faithful Performance Bond one year after the acceptance by the City
Council.

VFDs are essential motor control devices for pumps which allow the motors to operate
at variable speeds resulting in significant energy savings. The ability to operate motors
at variable speeds, as opposed to a simple on/off function, allows the City to only use as
much energy as required to match demand, which reduces the amount of wasted
energy. In addition to energy savings, the life of pump impellers, bearings and seals are
greatly improved with the addition of VFDs.
Located at the City's Big Canyon Reservoir (BCR) site, the Zone III Pump Station
provides potable water to businesses and residents in the higher elevation areas of the
City which is generally located east of Jamboree Road and north of East Coast
Highway. The majority of the City's water supply comes from local underground water
that is pumped from the Orange County aquifer and is stored at BCR. Water is then
pumped again from BCR to higher elevation areas (Zones III, IV and V). The City also
has several Metropolitan Water District (MET) connections which allows us to purchase
imported water from MET. Although these connections with MET improved our overall
water system reliability and redundancy, water purchased from MET is approximately
three (3) times the cost of pumped groundwater.
The project successfully replaced two 300 horsepower VFD's that had reached their
end of life, started having serious service issues and were in need of immediate
replacement. The first VFD was replaced and operational by May 10 and the second
VFD was operational on June 10. During the project and at the request of maintenance
staff, staff directed changes to the installation that will ensure the new VFD's relay
panels and switches are compatible with other VFD's in the City, thus saving future
costs on parts and maintenance. These contract adjustments resulted in the final

contract cost coming in approximately $11,660 or 9.0 percent above the original bid
amount. Having these two new VFDs in operation has greatly improved the reliability,
performance and redundancy of this critical Zone III Pump Station.

The project was substantially completed as of July 27, 2016. The baseline schedule
had ten weeks of time included to account for long lead times for manufacturing and
shipping of the VFDs. The VFDs were ordered in January so this time turned out to be
redundant. Some miscellaneous close-out items, operation and maintenance turnover,
and post -substantial completion activities have been finalized prior to this Notice of
Completion action.
ENVIRONMENTAL REVIEW:
At the December 8, 2015 City Council meeting, the project was found to be exempt from
the California Environmental Quality Act (CEQA) pursuant to Section 15302(c)
(Reconstruction of existing facility involving negligible or no expansion of capacity) of
the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
