TITLE: Update on Water Use and Conservation Efforts July 2016
ABSTRACT:
On July 22, 2016, City Council Resolution No. 2016-87, A Resolution of the City Council
of the City of Newport Beach, California, Declaring a Level Two Water Supply Shortage
went into effect. This resolution relaxed some of the water use restrictions from the
previous Level Three Water Supply Shortage and set the City water customer's
reduction goal to 15 percent. The City reduced overall water consumption in July 2016
by 18.4 percent when compared to July 2013, which brings our cumulative average
since June 2015 to 21.9 percent. This report provides an update on City water use
reductions, water conservation efforts, and enforcement.
RECOMMENDATION:
a) Determine that the action is exempt from the California Environmental Quality Act
(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines
because it will not result in a physical change to the environment, directly or
indirectly; and
b) Receive and file.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION -
Water Use Reductions
The City's overall usage for the month of July was 18.4 percent lower when compared
to the same month in 2013. The City's cumulative water reduction since June 2015 is
21.9 percent.

consumption data is displayed in HCF (1 HCF = 748 gallons). The gold bar represents
water consumption from June 2015 through July 2016 and the blue bar represents
water consumption for the same months in 2013. The data for this chart is derived from
the customer's bi-monthly water billing use based on meter type. Please note the data is
averaged over a two month period and may not match the above chart.

In July, the City issued 23 notices of violation (NOVs) to customers for non-compliance
of permanent restrictions or watering on the wrong day. One administrative citation was
issued. The table below depicts the number of notices and administrative citations
issued since June 2015.

Water Conservation Efforts
City staff took the following actions to promote water conservation in Newport Beach in
July:
• Phone calls were placed to approximately 100 water customers who did not meet
their water conservation target for the billing cycle that ended on June 30, 2016.
• Water customers received notification by post card of their specific watering days
due to the adoption of a Level Two Water Supply Shortage by City Council.
• New watering day signs were ordered and placed throughout the community in
August.
• A public service announcement publicizing the launch of a cloud based platform and
mobile application that allows City water customers to view their water consumption
data began airing at a local cinema. This platform will also provide City staff with
better analytical tools for monitoring water use, notifying customers of water
outages, and providing water conservation and rebate information to our customers.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING -
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
