TITLE: Update on Water Use and Conservation Efforts - August 2016
ABSTRACT:
The City reduced overall water consumption in August 2016 by 15 percent when
compared to August 2013, which brings our cumulative average since June 2015 to
21.4 percent. This report provides an update on City water use reductions, water
conservation efforts, and enforcement.
RECOMMENDATION:
a) Determine that the action is exempt from the California Environmental Quality Act
(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines
because it will not result in a physical change to the environment, directly or
indirectly; and
b) Receive and file.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
Water Use Reductions
The City's overall usage for the month of August was 15 percent lower when compared
to the same month in 2013. The City's cumulative water reduction since June 2015 is
21.4 percent.
The table below reflects the progress of the City's efforts to reduce water consumption
by month. The green bar is the monthly reduction from 2013 and the blue bar is the
cumulative total. The data for this chart is derived from the metered water from our wells
and import connections.

The chart on the next page reflects the cumulative efforts by customer class from June
2015 through August 2016 when compared to the same months in 2013. Water
consumption data is displayed in HCF (1 HCF = 748 gallons). The gold bar represents
water consumption from June 2015 through August 2016 and the blue bar represents
water consumption for the same months in 2013. The data for this chart is derived from
the customer's bi-monthly water billing use based on meter type. Please note the data is
averaged over a two-month period and may not match the above chart.

In August, the City issued 52 notices of violation (NOVs) to customers for non-
compliance of permanent restrictions or watering on the wrong day. One administrative
citation was issued. The table below depicts the number of notices and administrative
citations issued since June 2015.

Water Conservation Efforts
City staff took the following actions to promote water conservation in Newport Beach in
August:
• Phone calls were placed to approximately 300 water customers who did
not meet their water conservation target for the billing cycle that ended on
July 31, 2016.
• Courtesy letters were sent to 103 water customers reminding them to
conserve water.
• Due to the adoption of a Level Two Water Supply Shortage by City
Council, new watering day signs were placed throughout the community.
• Welcome letters publicizing the launch of a cloud based platform and
mobile application that allows City water customers to view their water
consumption were mailed to City water customers.
• Staff presented information on water conservation at the Newport Beach
Exchange Club.
• Staff hosted a booth at the Concerts on the Green promoting water
conservation.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
