Planning Commissioners are citizens of Newport Beach who volunteer to serve on the Planning
Commission. They were appointed by the City Council by majority vote for 4-year terms. At the table in
front are City staff members who are here to advise the Commission during the meeting. They are:

This Commission is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the
Commission's agenda for Special Meetings be posted at least 24 hours in advance of the meeting and that the public
be allowed to comment on agenda items before the Commission and items not on the agenda but are within the
subject matter jurisdiction of the Commission. The Commission may limit public comments to a reasonable amount of
time, generally three (3) minutes per person. All testimony given before the Planning Commission is recorded.
It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act (ADA) in all
respects. If, as an attendee or a participant of this meeting, you will need special assistance beyond what is normally
provided, the City of Newport Beach will attempt to accommodate you in every reasonable manner. Please contact

Public comments are invited on agenda and non-agenda items generally considered to be within the subject
matter jurisdiction of the Planning Commission. Speakers must limit comments to three (3) minutes. Before
speaking, please state your name for the record and print your name on the blue forms provided.
V. MARINERS' MILE REVITALIZATION PLAN —PUBLIC WORKSHOP
Summary:
Mariners' Mile has been identified as an area needing revitalization. With completion of the study evaluating
roadway capacity requirements for West Coast Highway, the City is now evaluating existing land use policies
and regulations, which may inhibit revitalization of the area. The Mariners' Mile Revitalization Master Plan
(Plan) is intended to identify potential refinements or barriers to revitalizing the area. Public engagement will
be sought throughout development of the Plan. This is the second community workshop.
CEQA Compliance:
No action will be taken by the Planning Commission during the Special Meeting. Therefore, the recommended
action is not subject to the California Environmental Quality Act (CEQA) pursuant to Section 15060(c)(3) (the
activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations,
Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or
indirectly.
Recommended Action:
No action required. City staff and the City's consultant, PlaceWorks, will conduct the workshop which will include
the following:
a. Introduction — Overview of purpose of the Mariners' Mile Revitalization Master Plan, progress
made to date and format of the workshop.
b. Presentation —The presentation will focus on preliminary ideas for the future of Mariners' Mile,
developed in response to the comments received at the first public workshop and subsequent
stakeholder interviews. Topics to be covered include streetscape improvements, parking,
pedestrian and bicycle movement, and development in Mariners' Mile.
c. Small Group Breakout Discussions
d. Report on Group Discussions
e. Planning Commission Comments
f. Next Steps
