The Zoning Administrator meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the
Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be
allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject
matter jurisdiction of the Zoning Administrator. The Chair may limit public comments to a reasonable amount of time, generally
three(3)minutes per person.
The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a
participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate
you in every reasonable manner. Please contact Patrick J. Alford, Zoning Administrator, at least forty-eight (48) hours prior to the

NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT
Any presentation requiring the use of the City of Newport Beach's equipment must be submitted to the Community Development
Department 24 hours prior to the scheduled meeting.
If in the future, you wish to challenge in court any of the matters on this agenda for which a public hearing is to be conducted, you
may be limited to raising only those issues which you (or someone else) raised orally at the public hearing or in written
correspondence received by the City at or before the hearing.

Site Location: 2046 and 2100 Mar Vista Drive
Project Summary
A request for approval of a comprehensive sign program to establish design
parameters for site signage. Additionally, a modification permit is requested to
allow an increase in maximum allowed sign area for two wall signs and an

increase in maximum allowed length of three monument signs.
CEQA Compliance
The project is categorically exempt under Section 15311, of the State CEQA
(California Environmental Quality Act) Guidelines - Class 11 (Accessory
Structures).
Recommended Action
1. Conduct a public hearing; and
2. Adopt Draft Zoning Administrator Resolution No. _ approving Comprehensive
Sign Program No. CS2016-008 and Modification Permit No. MD2016-010
2. Newport Beach Country Club Annual Development Agreement
Review (PA2016-094)
Site Location: 2 Clubhouse Drive (formerly 1600 East Coast Highway)
Project Summary
Pursuant to Section 15.45.080 of the Municipal Code and Section 65865.1 of the
California Government Code, the City is conducting a review of Development
Agreement No. DA2010-005 for the Newport Beach Country Club. The
Development Agreement was executed in 2012, and it ensures the orderly
construction of a golf clubhouse of up to 56,000 square feet in size, associated
parking lot and maintenance facility. The Zoning Administrator will review Newport
Beach Country Club's good faith compliance with the provisions of the
Development Agreement.
CEQA Compliance
The project is categorically exempt from the California Environmental Quality Act
("CEQA") pursuant to Section 15321 (Enforcement Actions by Regulatory
Agencies) of the CEQA Guidelines, California Code of Regulations, Title 14,
Chapter 3, because it has no potential to have a significant effect on the
environment. This section exempts actions by regulatory agencies to enforce or
revoke a lease, permit, license, certificate, or other entitlement for use issued,
adopted, or prescribed by the regulatory agency or enforcement of a law, general
rule, standard, or objective, administered or adopted by the regulatory agency.
Recommended Action
1. Conduct a public hearing; and
2. Find the annual review is exempt from the California Environmental Quality Act
("CEQA") pursuant to Section 15321, Class 21 (Enforcement Actions by
Regulatory Agencies) of the CEQA Guidelines, California Code of Regulations,
Title 14, Chapter 3; and
3. Receive and file the Annual Report of Development Agreement for Newport
Beach Country Club (Attachment No. ZA 2); and
4. Find that the applicant has complied with the terms of Development Agreement
No. DA2010-005; and upon completion of the project, no further review of the
Development Agreement is necessary.

3. Hoag Memorial Hospital Presbyterian Annual Development Agreement
Review (PA2009-064)
Site Location: 1 Hoag Drive
Project Summary
Pursuant to Section 15.45.080 of the Municipal Code and Section 65865.1 of the
California Government Code, the City is conducting a review of the amended
Development Agreement between The City and Hoag Hospital. The City and
Hoag Hospital entered into a Development Agreement in 1994, which was
amended in 2008, for the purpose of ensuring the orderly expansion of Hoag
Hospital. The review will examine Hoag's good faith compliance with the
provisions of the Development Agreement, the Planned Community Development
Plan District Regulations, Municipal Codes, and applicable environmental
mitigation measures. Hoag Hospital is located at 1 Hoag Drive, which is south of
Hospital Road, west of Newport Boulevard, north of Coast Highway and generally
south and east of two residential communities (Villa Balboa and Versailles).

your name for the record. The Zoning Administrator has the discretion to extend or shorten the
speakers' time limit on agenda or non-agenda items, provided the time limit adjustment is
applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the
silent mode.
