Alford, Zoning Administrator The Zoning Administrator meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Chair may limit public comments to a reasonable amount of time, generally three(3)minutes per person. The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT Any presentation requiring the use of the City of Newport Beach's equipment must be submitted to the Community Development Department 24 hours prior to the scheduled meeting. If in the future, you wish to challenge in court any of the matters on this agenda for which a public hearing is to be conducted, you may be limited to raising only those issues which you (or someone else) raised orally at the public hearing or in written correspondence received by the City at or before the hearing. PUBLIC HEARING ITEMS 1. 608 Heliotrope Avenue Condominiums Tentative Parcel Map No. NP2016-019 (PA2016-166) Site Location: 608 and 608 '/2 Heliotrope Avenue Project Summary A Tentative Parcel Map for two-unit condominium purposes. A single-family dwelling was demolished and will be replaced with a new two-unit dwelling. The Tentative Parcel Map would allow each unit to be sold individually. No deviations to Title 19 (Subdivisions) development standards are proposed with this Zoning Administrator Meeting November 21, 2016 Page 2 application. CEQA Compliance The project is categorically exempt under Section 15315 of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). Recommended Action 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel Map No. NP2016-019. 2. 2392 Redlands Drive Lot Merger No. LM2016-008 (PA2016-147) Site Location: 2329 Redlands Drive and an unaddressed parcel directly adjacent to the southeast Project Summary The Applicant proposes to merge two existing lots located at 2392 Redlands Drive (Lot 3) and an unaddressed parcel (a portion of Lot 105) located at the rear of Lot 3. The site is located southeast of Redlands Avenue and is bordered by existing residential uses to the north, south, and east. Two easements run northeast to southwest along the boundary of the two lots, and an additional easement runs along the southeastern border of the unaddressed lot. The unaddressed parcel is located directly southeast of 2392 Redlands Drive and is not accessible from any public right of way. This unaddressed parcel currently consists of undisturbed land and vegetation, and the two properties are currently held in a single ownership. A waiver of the Parcel Map requirement is requested. CEQA Compliance The project is categorically exempt under Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). Recommended Action 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _ approving Lot Merger No. LM2016-008. 3. 216 33rd Street Condominiums Tentative Parcel Map No. NP2016-020 (PA2016-176) Site Location: 216 33rd Street Condominiums Project Summary Request for a tentative parcel map for condominium purposes. No waivers of Title 19 (Subdivisons) design standards are requested. An existing single-family Zoning Administrator Meeting November 21, 2016 Page 3 residence was demolished and will be replaced with a new two-unit duplex. The Tentative Parcel Map would allow each unit to be sold individually as condominiums. CEQA Compliance The project is categorically exempt under Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). Recommended Action 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel Map No. NP2016-020. 4. Amendment to Xanadu Cafe Minor Use Permit No. UP2016-042 (PA2016-174) Site Location: 100 West Coast Highway, Unit 104 Project Summary Request to amend an existing minor use permit to add a Type 41 On-Sale Beer and Wine Alcohol Beverage Control License to an existing cafe. No change to floor area, hours of operation, or seating is proposed with the amendment. The allowed hours of operation are proposed to remain from 6:00 a.m. to 10:00 p.m., daily. CEQA Compliance The project is categorically exempt under Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). Recommended Action 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2016-042. V. PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Zoning Administrator has the discretion to extend or shorten the speakers' time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. VI. ADJOURNMENT
