PUBLIC HEARING ITEMS:
ITEM NO. 2 SANTA ANA AVENUE COTTAGES (PA2016-069)
Site Location: 20452 Santa Ana Avenue
SUMMARY: A major site development review and tentative tract map for the construction of
seven residential condominium units. As proposed, each unit will be three stories
and will include a two -car garage. Four guest parking spaces, including one
accessible parking space, will be constructed on-site.
CEQA COMPLIANCE: The project is categorically exempt under Section 15332, of the State CEQA
(California Environmental Quality Act) Guidelines - Class 32 — In -fill Development
Project.
The Planning Commission voted to approve the project with the recommended
changes to the conditions.

ITEM NO. 3 VIEWPOINT CHURCH CONDITIONAL USE PERMIT (PA2016-144)
Site Location: 866 and 864 W. 16th Street
SUMMARY: A conditional use permit to establish an assembly use for a church at 866 W. 16th
Street. The request also includes the approval of a parking management plan, an

off-site parking agreement and potentially an adjustment to the required off-street
parking. The off-site parking would be located at 1701 Placentia Avenue in the City
of Costa Mesa. The proposed assembly use would occupy a tenant space within a
10,000 square foot building that is shared with another tenant at 864 W. 16`h Street.
Project implementation includes parking lot striping and tenant improvements to the
interior of the space to create offices, restrooms, storage, kitchen, and assembly
areas.
CEQA COMPLIANCE: The project is exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (Existing Facilities of the CEQA Guidelines, California
Code of Regulations, Title 14, Chapter 3, because it has no potential to have a
significant effect on the environment.
The Planning Commission voted to approve the project with the recommended
changes to the conditions.

ITEM NO. 4 OLEA CONDITIONAL USE PERMIT (PA2016-142)
Site Location: 2001 Westcliff Drive, Suite 100
SUMMARY: A conditional use permit to allow a restaurant, Olea, with late hours, a Type 47 (On
Sale General — Eating Place) Alcoholic Beverage Control (ABC) license, and a
489 -square -foot outdoor dining patio. Proposed hours of operation are 10:00 a.m. to
12:00 a.m. daily. There will be no live entertainment or dancing. Pursuant to NBMC
5.25, the operation as described requires the owner/operator to obtain an operator
license with the approval of a conditional use permit.
CEQA COMPLIANCE: The project is categorically exempt under Section 15301 of the State CEQA
(California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities).
The Planning Commission voted to approve the project with the recommended
changes.

plan to serve Lido Marina Village employees, consistent with Newport Beach
Municipal Code (NBMC) Section 20.40.100 and Conditional Use Permit No.
UP2014-014.
CEQA COMPLIANCE: The project is categorically exempt under Section 15301, of the State CEQA
(California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities).
The Planning Commission voted to approve the project with the recommended

SUMMARY: The City Council has requested that the Planning Commission review and
comment on a proposed sustainability plan.
CEQA COMPLIANCE: This application is not subject to the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) (the activity will not result in a direct or
reasonably foreseeable indirect physical change in the environment) and
15060(c)(3) (the activity is not a "project' as defined in Section 15378) of the
CEQA Guidelines, California Code of Regulations, Title14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.

Site Location: 3600-3700 Newport Boulevard, 3400-3444 Via Lido, and 3400-3505 Via
Oporto, 540 Superior Avenue
Summary:
Establishment of off-site parking at 540 Superior Avenue and shuttle management plan to serve Lido
Marina Village employees, consistent with Newport Beach Municipal Code (NBMC) Section 20.40.100
and Conditional Use Permit No. UP2014-014.

The project is categorically exempt under Section 15301, of the State CEQA (California
Environmental Quality Act) Guidelines - Class 1 (Existing Facilities).
Recommended Action:
1. Conduct a public hearing; and
2. Adopt Resolution No. approving off-site parking consistent with NBMC Section
20.40.100 and Conditional Use Permit No. UP2014-014.

Summary:
The City Council has requested that the Planning Commission review and comment on
a proposed sustainability plan.
