This report provides an update on City water use reductions, water conservation efforts, and enforcement. RECOMMENDATION: a) Determine that the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will not result in a physical change to the environment, directly or indirectly; and b) Receive and file. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: Water Use Reductions The City's overall usage for the month of October was 15.4 percent lower when compared to the same month in 2013. The City's cumulative water reduction since June 2015 is 20.7 percent. The table below reflects the progress of the City's efforts to reduce water consumption by month. The green bar is the monthly reduction from 2013 and the blue bar is the cumulative total. Six administrative citations were issued. The table below depicts the number of notices and administrative citations issued since June 2015. The letter included a historical use chart and other information. • Automated phone calls and emails were sent to customers to remind them to adjust sprinkler timers to one day a week starting November 1 sc • New signs were installed in neighborhoods that displayed the restricted watering days. 21-3 Update on Water Use and Conservation Efforts October 2016 November 22, 2016 Page 4 • Social media was used to encourage turning off sprinklers during and within 48 hours of rainfall and to remind customers to adjust sprinkler timers to one day a week starting November 1St • Staff presented information on water conservation to the Philanthropic Education Organization. • Staff attended training workshop at The National Water Research Institute. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
