after their own careful stydy, }Plve approval to the propoeed
buildings. A tax plan was considered as a means or financing.
Under such a plan. construction would be delayed about 5 )'e&n. ~nee the need is lmmed.iate. School Board members decided to
follow the lead of nearly a ll other California ci ties. whe re a
school bond issue has been used W)der these condi tlons. The
school bonds wert' therefore planned Cpr s ubmission to vote on
Friday, Jan. 18th.
On Nov. first, the School Board had already purchased Lor
S28,000 from tax funds, an 18-acre new-school site on the north-
<>rn ~'dee of Corona del Ma r, In Une with long-range plans for ex-
pansion. For school projects such as this. state law requJres
tha t licensro architects and structural engin('(>rs be em ployed.
at set fN.'s of 8'7c or cost. The Board's nex t step, therefore, was
to iO\ite to a special meeting any and all a rchitects who wished
to submit proposals. Follo\\ing the interviews held at this
me<>ting. the Board. In accordance with standard state-wide
practice. a ppointed Architects Philmer EUerbl"'('k a nd Frederick
Hod~don for work on the Ensign School additions; and Arcta.i-
tect Richa rd Pl~ger and George Lind, to be assisted by J . Her-
bert BrowneiJ. William Blurock, and Paul Davis. for the Corona.
de l Ma r project . Without receiving any fees whatsof.>ver, tht'W
men. all a rchit<'cts or sound experience. have prepared prelim-
inary drawings and plans. These plans art' the ones which have
been printr(! m local newspapers. Subject to· further detailed
study and suggestions from local school teachers and school el-
fidals. tht'S<> will be the basts for tht' final plans whic-h wiU bt'
developed when the school bonds are approved.
COST OF CONSTR UCfiON
Cost figures so far developed and pu~lished are estimated
maximum cost of the r roject. A per square foot cost of $11 is
contempla ted. Schoo construction experts strongly advt.c
buildings of this quality, beca~ of much higher upkeep cost
Cor buildings of lower quality.
Under a bond issue of the type contemplated, money is se-
cured through sale of bonds from time to time aa building pro-
gresses. However, to make an example : IF the estimated total
of funds should be requJred from the start . the first year cost fw
bond retirement AND interest would be only $7.20 for the owner
or proper ty usessed at $4.000 <about the avenlge in Newport
Beach). This is based on a cost of 18c per $100 assessed valua·
tion. with intert'St of 3%. Interest a veraged 2%% on tM lut
t~ el<>mentary school bond issues in our city. We have eveey
reason to expect interest on the propo&ed bonds to be about tbe
samt>, so that a ctual cost wiU be less than the $7.20 mendo«wd
abo\'e. And the cost wiU decrease steadily each y<>ar until the
bonds are retired.
Certainly t.hi.t is Uttle enough to pay for insurance that our
children have proper facilities as soon as possible.
THE STEEL S ITUATION
From reasonable predictions of the s teel restrictions wbJch
will be mt>t, there is no difficulty whatsoever ~Utticipated in ee-
curing all metals needed for the school project, without aacrillee
of either quality or eoonorey. The single building for whkh con-
siderable s teel is reqll.ind is the Ensign School auditoriwn. •
where wide spans require stet'l beema. At t.b1s time, steel ~
strictions are expected to ease fairb' .oon, and cooat:ruction •-
perts who were consulted feel confident that plen ty of s teel wiA
be available when needed to complete thia building. Construe·
