CouocU meeting ~ the April
electJon will be coming up Monday
evening, July 14. It could well be
that at that meeting we'll learn
who won the Council election-
which was 10 widely heralded as
a protest vote a.nd a mandate of
the people.

So Jet's look at that recom-
mendation ---and at the same
time ke-ep rt>mlndlng these five
men on our City CoWlcil that they
are up there for one primary rea-
son: to save the taxpayers' money
with the best possible efticlcncy
and economy in running our city's
affairs. without aacri!ldng any t>s-
sen tial services. And if that Is not
so, then they ar(' on the Council
on false representation to the vot-
en.

'lllere ahooJd be aome exhaust-
Ive checking as to where the
county figures dlffer with the
city's. since the dlffer~nce is by
no means uniform. . . . but for
the p~ or this argument the
dlscrt>pancy is not Important.
Higher useuments don't make
hJgher taxes. It's the amount of
money that City Council budgets
for spending that determines the
amount of taxes to be collected.
And the ratio or these desired
taxes to the total assessed val ua-
tion wtll determine the tax rate.
'l"helle facts are elementary. and
the conclusion ls logical: A higher
assessed valuation does not mt>an
higher taxes. but a LOWER TAX
RATE.
In other words, Oty Council
could approve the county tax col-
lection proposal at the July 14
mH"ting, and when the time comes
to set the tax rate (some time ln
August>, Council could cut that
tax rate In anticipation of the
higher assessed valuation and also
ln anticipation of the aavinlt in as-
sessing and coiJectlon expen!l('. The
saving would begin takint effect
around next January, a nd the tax
colleoctlon on the higher assess-
ment (and lower tax rate) would
not be done until a year from now.

In Une with this column's pol-
icy of atresaJng ~rvatlon of our
ocean fish, we feel that tty& is a
very opportune ~ to brine up
our kelp or c:aUco bua problem.
When larger fish cannot be taken,
most of the aporUiahing fleet
move ln close to the kelp to try
and get some fish. This little bua
can usually be coaxed out by
chumming, and afford excellent
sport and are very fine fiah.

Your electric senice-· ·
W hen the tint central electric generating plant began
operatina in thi.a eountry, ita cuatomers paid twenty-fivt> cents
per kilowatt hour for the electricity it produced. If the pnce
were the same today, your houehold electric bill would be
101DettiiQC like 1410.00 a year. • But the electric industry has
built m.aDy miDiona of dollan worth of facilities, developed
aew waya for electricity to make your living better-and
reduced your coet to a mere fraction of what it waa. That's
a miracle of aceompliahment-probably the best example
of what can be achieved by private enterprise at work.
