Little HooverCo111mittee Resigns
The Log
Looks Uke the chips are down
in the fight oveT who won the
.April Council election and what to
do with the Uttle Hoover Commit-
tee's efforts to 18Ve money for the
ta.xpeyers qf N~rt Beach.
Too bad the showdown had to
come through the resignation of
the committee. because much can
come from drawing on the abun-
dant talents in the community.
I am certainly at odds with the
Coundl majority-Norman MiUt>r,
Braden Finch and Les Isbell -
who said they would not act on the
first four recommendations until
the full report was submitted. Th<'
committee had pJainly stated its
poUcy on a number of occasions:
They wanted the first four recom-
m€.'ndations considered before oth-
ers wt>re submitted. Otherwise
sound. mont>y savtng Ideas couJd
walt for years in face of tactics
that can be viewed only as ob-
sttuctionist. An Jdea Is good. bad
or indifferent. and should be
judged on those grounds-what's
best for the comrnWlity-and not
for political rtouoos or for {)f'r-
sonal and private loyalties.
This goes for the city employees
a s weiJ as for the three-man Coun-
d l majority-not that city em-
ployees don't have a right (and
duty) to attend the Coundl meet-
inp: but since they are public
servantl. a~r an. It just does not
aJt well to have them pour on the
preaure in thelr quiet way when
their penonal interest mleht have
to take a back seat to the-best
interests of all of us taxpayers ...
And It Is at.olutely unsporting
and unethical for city employees
to be engaged in sniping and mlde
back-biting remarka against the
new Councilmen. That's back-bit-
Ing tM public too. bec:aUR It was
tM public that voted in the new
aJate.
A word about the county tax
collection propoal : The Realty
Board is gathering lnformatlon on
the .a-called "tax-couging" by the
county (the unequally high per -
~ntage assessment on Newport
Beach properties). The Relt1 ty
Boerd hopes that this information
will forc.. t.ht> county to equalize
the assessments -- - and thPn
there can bf' tlO objection to the
Little Hoover proposal. Council has
all the necessary facts to act on
the other three propo.o;als at tht>
next meetin~. but they might well
walt for the assessment report tx>-
fore acting on tax handling plan • • •

Do you really think It's true that
television picture tube makera are
behind these marathon TV seuions
which have been boWlcing off our
bifocals lately! I can't believe
theY'd go that far to bum out our
bulbs, can you!
Of all these klnescapadea, I
Uked the one best In which Flo
Chadwick almost cruised clear
across our Catalina channel. She
sharked her way through a 20-
mile, 16-hour demonatration of
fne enterpriae and private Initia-
tive without saying a word.
The next wHk the Republican
atwnp thwnpers built their whole
convention U"eU'td the II8J'fte theme
without swimming a stroke.
~Y should have nominated
Flo for vice-pr~t. at leut.
She wouldn't have any trouble
c:rossing the Potomac in Novem-
ber.
On her way over she might even
find that full-.sbled dollar Wash-
ington threw away. He never
knew when he had It so good.
Your politics are your business.
but I almost feU off the elephant's
back when an otherwise bi"'ftd-
minded woman neighbor. visiting
our TV set last week during the
MJ.nla ture clotheslines complete
with diapers and baby things and
surroun~ by floral decorations
set the theme of the baby shower
honoring Mrs. Wilbur Buck of
Udo Isle, which was given by
Mrs. Norman Hagen of Udo Isle
and Mrs. Dean Bradford of CUff
Haven.
The party was a luncheon fol-
lowed by canasta ht!ld Friday at
the Balboa. Bay Club. Among the
gueet.a were Mesdames Ralph
Hoyle jr., Van Hayes, Les Blakes-
ley, Howard Caward. Harvey Pe.r-
son, Rollert rn.ram, Don I!".dler,
Robert Reed. Roland Lager loft,
Walter MeDott, Jobn Broughton,
Wllllam Fl&her, Robert Gardner,
Fred Kuster, Don Harwood, V'tr-
gll El.t.worth, William Veneman
and E. C. Martin, all of the Har-
bor area, and Mrs. !Wbert Rohr,
Mrs. Ben Pitcher and Mn. Caro-
lyn Pi.lmer or Los Angeles.
Canasta prizes were awarded to
Mrs. Pearson, first; Mrs. Vene-
man. second. and Mrs. Ingram, third.

Hoooer Report

committee Ia diamJssed.
Councilman F1nch said he felt
the same way and seconded 'the
motion. He aald he ~elt there wu no need for a Hoover Committee,
that the ~ could take
up these matten themselves. Ht>
crttldzed as an "ultimatum" the
statement of the committee that
it would present no further reports
until the first one bad been acted
upon. He added that there were eood pointa in the report, that he
might be lncUned to vote for
county collection of taxes, but not
as It is now.
Councilman Miller uaured vic-
tory for the two hold-over C04Jl·
cilmen when he also criticized t he
"ultimatum" and said he was not
willing to Vote on the reconunen-
datlons under those circumstances.
Councilman Horvath. who fav-
ored taking action. posed the
question : "What if there are no
further reports!"
"I'll answer that," Mayor SmJth
said. "Here and now I dismiss
the Uttle Hoover CornmJttee. We
now have the fu11 report." Ad·
dressing Braden Finch as "Mr.
Obstruction himself," he said, "I
have found it expedient to end
!
their services."
Councilman Miller said he was
anxious to see more reports and
com mented that it would not be
efficient to name ·a brand new
committee.
"How can you speak of effl·
ciency when you throw in a mon-
key wrench!" Mayor Smith re-
torted.
Robert Jacobs of N e w p or r,
speaking from the floor, said h('
objectPd to the Hoover Commit-
tee, because "we have a good
CoUDdl. which could make its own
report and reduce spending."
Councilman Horvath brought up
a point of order, saying there was
a motion on the floor, and then
came the vote to delay action :
MlUer, yea; Horvath, no; Finch,
)'8; Iabell. yes; Smith, no.
