e OUTSIDE EXPERTS VS. LOCAL CITIZENS
Profession11l plenners certainly do come up with some goofy
ideas ... which brings to mind my general feelings on the subject,
namely th11t we have o lot of local talent who con do better, beceuse
they hove muc h greeter person11l knowledge of the local situetion,
11nd much greeter person11l devotion to the t11sk of helping our com·
munity.
IT WON1' IE LON~ NOW!! This picture is involved with only ~hree wo~ds: ~oot, ~sh1ng ond :on!entment. With yellowtail moving
1n our dtrecf1on, wtth the beg1nntng of the Schenley Sportsmen's
Club Summer l'lwords Proqrom, with the marlin ot Guaymos ... it
seems o mighty appropriate time to run this photo of the cover of
the Febru 11ry ~isherman Magazine. If you don't recognize the feet
-well. they belong to "Colling C .Q." columnist Dr. Did Hoffman-
a self portrait, you mi ght coli it. Appropriately enough. he took this
picture lost September while fishing at Gu11ymas, as a guest of Tom
Jamison, director of sportfishing ot th11t Mexican port.
I remember the mess that outside experts got us into with their
fancy business licanse recommendations. The ci ty had to go through
consider11ble lurmo1l end expense to set things a-right.
This brings up. of course, the Moster Pion. of which we hove
just received three portions from the professional. oulsida planners.
At the same lime, local ci tizens hove baen working diligently and pain·
stokingly on capitol improvement proposals for the city, providing a
tremendous pool of energy ond knowledge ond locel interest in the
lob of solving loc11 l problems. This wor~ our local ci tizens ore doing
for free, es o civic contribution to the community in which they live • • • e COLLECTIVE WISDOM IS SOUNDER
I'll tate the proposals of these locol citizens over the recom
mendotions of professional outsode plan--ters .. ond ovoid consider
able e-pense of the some time. The collective wisdom of a lot of
people, just average c1t1zens, 1S far superior to the judgment of a few
people, however expert and brill1ont they m11y be. Thet s why the
work of local c1tizens committees is so important to o commun1ty.
No local committee would propose such 11 fontost1c pl11n liS fo
f1ll in the Grand Canal of Balboa lsl11nd for a school and par~ s•te
Even if it were a sound ideo, which 1t is not. it would not be worth tha
bitter tu rmoil that 1t would cause 11mong B11lboa Island residents, who
like their Grand Canal, although it may not oppeor to be so very
grand to the e•pert gentlemen who wont to fill it in
To propose o school ot that locot1on is absurd. GrMd Canol is
I 00 feet wide by about 1,500 fast long: total are11 ebout 3 o4 acres
1'1 mighty tiny spot for o school, and a mighty peculi11r shape for e
school yard. Even double thot size is considared smell for e school;
the Harbor Highlands School will ha ve ebout 10 acres
Same goes for the plen to have a school on Bolbo11 Pe ninsul e
Point. Where in the world would adequete space be obtained with
out spending a fortune to clear out fine homes from one of the top·
notch residential areas in the entire city? • • • e THEY CONSIDER PlANNING, NOT COST
Bot then that's the way the expert planners operate They 11re
not perlicularfy concerned with problems of mere fino, ces. Plor>ninq
Consultant lorry Wise himself put it blun tly in answer to 11 quesl1on
from o member of our City Council as to cosh· We cons1der primer·
ly planntnQ, not the cost," said Mr. Wise.
1'111 tb1s IS not to soy that the Moster Pion report hos "O ·dlue
The•e ore m~~ny good suggestions (11nd most of them hove 1onQ been
d'scussed and cussed by local citizens 110d officials) We do hove th,.
report, and more 1s coming We're going to hove to p11y the bill for
tl so lets make the most of it. l'lnd I have on ideo
For three ond e holf months I hove wotched the C tizen~ Ad
v•sory Committee in oction, attended all the meetings of the full
committee. end mony of the study group sessions. I hove been enor
mously impressed with their devotion to their civic duty of helping
their home town community. Mo ny e~cellent propo~als hove been
developed.
I think the ideo of o citizeM committee is a sound one Of course
some hoir brained ideos may be brought up. but the levellino ond
sobering effect of many heads working toge tl-ter will screen out th~
nonsense. Moreover, its their ow., ci ty they're de11ling with, ond the~r
own townspeople 1nd their own money. The ideos thol finally emerge
ore bound to be rather sensible ond sound. • • • e LET CITIZENS STUDY THE MASTER PLAN

llevf.'S that the Installation of
the physic-al changes suggested
should be ac-companied by a
marked Improvement of policing
and maintenance, as follows:
1. A full -time policeman, prob·
ably on a 3-wheel motorcycle,
will be needed to· control the
upland parking on Saturdays..
Sundays and holidays.
2. The c-Ity should create a
polke classification of Ranger,
to collect parklni fees and to
patrol the beach every day dur·
ing summer and on week -ends
at other times when traffic Is
heavy. The mere presence of a
uniformed ranger would go a
long way toward curing the ex·

beach.
3. The expense of the Rangers
should be a cost of operating the
beach, llke'llfeguard expense
The local taxpayer should not
be expected to pay this cost.
