The city has no obligation, nor any right, to get into the parking lot business to help any shopping area solve a problem that was created in the first place by the deve lopars of the shopping center. The City Council therefore should abandon its plan to chip in city tax funds for a par~ing lot at the "Y" between 30th csnd 32nd streets near the Newport ~ach City Hall. No one could quarrel about the use of tax funds for street widening in that arecs , so that the traffic congestion might be solved, but there can be no judifica· tion for spending tax money on a parking lot. Now there is another compelling reason why the public perking lot plan should be dropped. Bill C agney, who holds a lease on the property, has presented concrete plans for a top notch commercial development there. He will provide plenty of off-street parking, and he will definitely upgrade that area.
