Our PtaMing Commission a.ems to be in a tremendous hurry, all
of 8 sudden, to get " sign ordinonc:e adopted for the city. The Com·
mission seys it can't wait any longer then its July meeting to listen to
objedions and amendments. Therefore the request of the Newport
Harbor Chamber of Commerce fo r 8 9Q-dey delay wes rejected.
It seems to me that here is en e xample of the adage thot "haste
makes waste." I rec"ll the resh speed with~hich the Newport Beech
City Council adopted " business license ordinance e couple of ye"rs
ago. That one raised e hornet's nest, end e new license fee schedule
hod to be drafted and adopted.
The city has gotten by without a sign ordinance for something
like 51 years. It is entirely possible that the end of the world won't
come if there were to be e delay of one-fourth of e yeor more; per·
h"ps even a half-year more wouldn't be fetal. I believe the Newport
Harbor Chamber's sign committee. end other g~oups end individuals
who h"ve suggestions to make, should be given adequate time to
submit c"refully thought out recommendation\. • • •
e DO YOU FAVOR FREEDOM OF CHOICE?
It's going to be quite a fight for governorship of C alifornia. I
~now that our community will give a strong vote in favor of Bill
Knowlend. but Pet Brown gave proof in the p rimary that he has great
vote-oetting power.
Tnere ere already many in the Democratic camp who ere calling
Pat Brown "cinch for victory because he polled " considerably greeter
total in the June election than did Mr. Knowland. But not so fast·
there's still the formality of counting the November ballots. The re·
suits mey shock Brown & Co .. I hope.
This is not goinq to be a wi~hy -weshy campaign There ere 2
strong c~;~ndidates in the ring, each one championing decidedly dif.
feren' ph'lo~oph'es. The fundamental issue in the electio!'l is ooinq to
be the right to wor~ law. or voluntary unionism, or freedom of choice
-however you w· h 1o call it.
I personally would consider it ., sorry show of ju~gment if the vol·
er\ , f Californi., would +urn their bar~ on Bill Knowl~~nd and h s forth.
right defense of the riqht of the individuttl to join or not ioin a union.
I can.,ot see how t~r>yone with qood con~cience end moral 1udgment
can deny an individuol the freedom of choice. This right is bosic to ell
of o~r other freedoms
P.,t Brown and h•s ossociates have 3 prime arqumenh when they
talk against voluntary unionism. the first ~ the claim that right-to-
wor~ legisla tion will reduce wages and union memb->rship. This argu-
ment just does not stand up in the face of facts. The record shows
that both reel wages end union membership have risen faster in states
which have right to-wo rk lows than in closed shop stales How can the
riohHo work opponents continue to bring up this false argument in
the f.,,..e of statistical evidence'
The second argument is that · workers have ., riqhl to demand .,
clo\ed shop if the majority \O decides because that is democracy ;.,
ecf <:I"'. But there are areas of thought e nd action and justicl" where
the r:..~le of maior:ty decisions does not legally or morolly apply. A 51
to ~9 vole, or a 100 to I vote, or a mill ion to I, could not overthrow
the validity of the Golden Rule. Nor would it be morally just if e
meiorly decision wo~old decree that everyone must join e certain
church in order to get 8 iob. The right to work. which is the right to
live, is a fundementel right thet is not to be overthrown by majority
decision. e THE IMPORTANCE OF "FRH-RIDERS"
The third ergum';lnt is that ''it is not fair for the free-riders (the
non-u"ion members) to get the benefits of union neqotiotions without
hevi~g to pay· therefore tht"y sho~old be forced to join the union to
sl-ore the cosk of IJnionism. There ere free-nden i"' t!!ll fields. The
only wov to elimin~~le them is by forrt" and the cure is fM worse than
the c-::ndition. bec..,u;e 1ne force would eventually destroy oil freedom.
Ple11se note tht~l I say "conditior-· and not "ttilment ' becau~e
I d,-.,.,, con~·der tl,e free rider to be undesirablt>. On the contrary.
the free rider is o tremendously important factor for imorovemenl II
is the effort of •ervire clubs. rhurches. 6vic associations, business org,"iz.,tion~ t!!"ld union~ to win over the free-riders by volun+~ry
mea-; f~ .,t co ... se· the~e orQI!"izt!lt ~, .. , to better themselve~. It is when
membership s compul•,ory !hot corruption sets in because there is
!l-en ""> ;rce"t' .te hr mproverT'ent of serv•cas
The e•amole of the church ca'l answer this third eroume"t or the
rqht ':>work foes. They arque tl-ot the U"'ion does good. ond there·
fore m.~t be supported by force if necessary I believe we are all
