of trwstees Tuesday night that he I feele the boundary for klndergar·
ten, second and fourth g rades
sbould be 30th St. and the boun-
dary tor the ti111t. third and fifth
grades should be around 40th to
45th Streets.
2. He feels the boundary for
sixth graders should remain ap·
proximately the same through I
the district except that sixth
~ders from 30th St. to t he end
ot the peninsula should go to the
Newport School.
3. He plans to relieve the stu-
dent load at Harbor VIew School
by sending the first, second a nd
third grades trom Bay Shores and
probably the first grade from
Bay Crest to the Corona del Mar
School.

Supt. Roy Andersen, told the
board of trustees Tuesday night
he doubted the Increase In the
present $1.05 tax rate would go
over tha t. He said Increased val·
uatlon In the district may re
move need for any Increase.
Total budget tor 1958-'59 will
be $1,300.050. Last year's bud ·
get was $1,.242,073.

county counsel's office Monday refuting a ttorney
John Brunner's contentions tha t the county's 2S-
year lease with Mr. Dowd Is llle&al because bids
for the lease were not advertlBed.
He also tossed out a charge that Mr. Dowd's
lease was Illegal bec&UJSe Brunner said it would
permit him to use the land just north or Coast
Hwy. for commercial purposes primanly instead
of recreation purposes as spt"Cif1ed by the state 1n
Its grant of the land to the rounty some years ago.
Judge Gardner gave ~1r. Brunner 10 days in
which to amend the otht>r 8 points of his com-
plaint and list specific charges that Supervisor
Htoinz Kaiser had a pel"'onal anterest In the out-
come or the lease.
Mr. Brunner contends that Mr Kaiser owns a
boat launchln£ buainess on Coast Hwy adjacent
to Newport Dunes which Is protf'('ted by Mr .
• Dowd's operation of a boat launching business in
