He stepped out of the 'oom. returned a few sec- onds later wit~ a glorious red toupe covering h;s Yul Brynner topside. Mrs. Hill -ex-mayor Dora -appears to be enjoying the gag too. (Ensign) An annexation fee to t» paid by owners ol new land betnc an- nexed to the City of Newport Beach waa proposed by Council. man Hans Lorenz before the Woman's Civic Lea,.ue Tuesday morning at a meeting in the Youth Center. He compared the city's capital investment aa a corporation with free aba.re. coin& to the newly- annexed land ownem. Under b1s plan all of the clty"a a.-eta woald be Inventoried. The total would be divided by the number of acres In the dty to arrive at the figure to be charged tor each new acre admitted Into the city. Street Improvements. sewer and water Jines would not. enter into the total because there Im- provements in newly-a nnexed areas are paid by the developef and g-Iven to the city. City assetS such as city hall, fire stations. pollee-statiofUI and equipment. life g uard boats, street depart- ment trucks and equipment lftld all other such asse~ would be Included In the inventory total. He •admitted such a cha.rge might slow down annexations but would solve the problem of riaing per capita costa. He also proposed to set ll$ide a fund for capital outlay lor re- placement ot facilities in older areas of the city. He gave as an example the sewers on Balboa Is - land, now in need df replace- ment.
