The Balboa Island Improvement Assn. deserv'es
a lot of credit fo r the thorough a nd painstaking man-
ner in which it is p ursuing its plan of action. It is
wisely staying with one single project -control of
traffic coming in on the Marine Ave. bridge . It prob -
ably will not be a cure-all. b ut it should help relieve
the terrible congestion, and bring some measure of
relief to the Island . Let's hope it w ill stand up legally
in a court test.
There have been other suggestions: such as
making the Ma rine Ave. bridge a toll bridge to dis·
