Every few weeks Dr. Powell attenda City Council, and when those 5 minute portions of the City Fathers' time are dealt out to the voting public, he frequently takes hla place at the microphone to make a little speech. Once he sang a verse or two of a Negro spiritual. and he always ends by calling upon the City Council to keep right on fighting commUNison. Last Tuesday was a proud day In the life of Dr. Powell. He came to the City Council to tell them It was his 74th birthday, and that he had bought a pjece or property In the city where he was going to Jive and be a taxpayer.
