Clinic's Fund

C'i ty Attorney Walter Charam:ta
rulC'd that a business license tee
should be charged for the South
\oa~t Child Guidance Clinic fund
drivt>. but I he Newport Beach
City Council vott>d 4 to 3 to grant
an cxtompt license.
;\1r. Charam za based his rul ·
ing on t he fact that the Clinic
has a contract w ith AmNican
City Bureau, which w ill be paid
for assisting in t he organization
and direction of the fund drive.
"In the past, when there has
been a direct or lndirt>CI benefit
to anyone, we i'lave charged a
f ee," he said,
Attorney Ralph Myers of Coro·
na del Mar. representing the
Clinic, argued that an exempt ll·
~nse should be Issued because
the organization Itself Is not
form ed f or the purpose of pri ·
vate gain.
H e said that the fund drive
goal Is $225,000 along the coun·
ty coastal arM, and that the ac·
tual 10licllatlon will be done by
volunteer workers of the clinic.
not by the advisors.
Dan Waters, of th( American
City Bureau, said his firm would
receive a f.e of $14,000. reeard·
less of the amoun t raised.
Councilman Has Lorenz said
that If Mr. Charamza's ruling Is
upheld, the license tee would be
$100 per solicitor. Mr. Myers re-
mark ed that this would total to

I have· been a member o~ John Birch for m ore
than a year -joining as a charter member of the
first chapter organized m the Harbor Area. From
my own very d etmled and personal knowledg e of
tne Soc1ety, I can say simply that the cha rges set
forth by Mr Chandler are false
First let me gtve Robert Welch htmself the op-
portunity to explam the bas1c goal of the Jo hn Birch
Society. Here IS the statement of p ur pose. as out-
lmed in the M arch b ulletin last year:
The John Birch Society is a cyoup of Am~iuns who have
voluntarily joined together:
(I) To comb.t m~ effeclivety the evil torces which now
threaten our country, our lives, and our dvilitation.
(2) To prevail upon our fellow citizens to start pulling
out of the dHpening morau of coltedivism, and then d imb up
the mountain to hiCJher levels of indivitiual freedom and rflpon-
sibility than man has ever achieved before.
(3) To re~t~. with brighter lustr-e and deeper conviction,
the faith-inspired morality, tfte spiritval HnM of value~, and the ennoblin~ aspirations, on which OIU' western civilitation has been
built. The ·long-range objective of the Society has been 1um·
m.nzed .s leu government, mOf'e re~ponsibility, and a better
w~. .
That final sentence is the key phrase: W e seek
less governmental encroachments upon our free-
dom, more individual responsibility. That is not
sedition, or fascism. It 1s the only means of reversin g
the peri lous d r ift toward collectivism and totalitan-
anism.
Otis Chandler says Robert W elch believes that
the ends justify the means -that rules of decency
may be abandoned in the fight [or a noble objective.
1 have gone back over the progrcvn of a ction sug-
gested by M r. Welch in his monthly b ulletins and
m his B!ue Book. and 1 must conclude that Mr.
Chandler does not know what he is talking about.
M r. Welch has made it clear. again and again.
that there must be no sacrifice of morality in the
means used to a chieve an end. A devout religious
belief is the b edrock upon which the John Birch
Society is built. Here the principles a re set forth
specifically by Mr. Welch; the first quotation is
