GENEROUS WITH SOMEOHE a.SFS MOHEY
That "window to ttle bay" proposal for the county
11ea near the Ardles sounds appealing, and there is
.additional allure In the suggestion that the site become
a beauty spot, wi th a park and landscaping-and only
a one-story commercial development, If any.
However, Jt must be remembered that such planning
Is an exam pie of being generous wl ttl someone else's
money. It is highly ptobable that 95 per cent of the
several hundred thousand people who have a taxpayer's
interest In the county dock area-the county and city
taxpayers-are not Interested in the sll~test in the
window to the bay proposal. It i s more probable that
they are Interested in realizing an income from this
property for the county and city so that the tax load
mi ~t be eased just a trtfl e.
Dr. John Jalcosky had a pertinent and reasonable
comm ent to make at Monday's meeting of the Newport
Harbor Chamber di rectors: "There wi II be many win.-
dows to the bay when an orderly development of the
Mariners Mile waterlront takes place.11 He was talking
about private enterprise development of the area-wi th
high ri se buildings~t a sol id wall of steel and con-
crete, but tall, slim buildings wh ich would have land-
scaped open spaces between them .
Marshall Duffiel d al so had a good suggestion for
the directors: The county oock site is of not much val-
ue for a view when cars go by at 40-50 miles an hour;
so if it's vi ew that we want for the motorists, why not
obtain a s ite on the bluff above the Villa Marina, where
cars may pull off for a spectacular view of theocean
and bay.
The county dock si'te shou ld be developed commer·
ci ally to produce a good finan cial retum, both for the
developers and for the land owners, who in this case
happen to be the taxpayers.

AN ACT OF POLITICAL COWARDICE
The great tragedy in the fi ~t against commun ism-
the greatest e>~il ever to fac e mankind-is the hasty re-
treat of the sunshine patriots onto the bandwagon of
th e ant1-anti-communi sts.
The communists themsel >~es, who engineered this
determ•ned, all~ut attack on at1ti-communism crusades,
'Tlust be splitti ng thei r sides with unholy glee at th e
fantastiC, ph enom en~l wccess of their campaign to
smear the American pat11ots.
Tni s sudden "me too" attack on the John Birch So-
crety-by such professed conservatives as pt~bl isher
Willi~ Buckl ey, Senator Barry Go ldwater, Senator
John Tower and Senator Willi ~ Dodd--Is an act of cow-
ardice, just as the cry for th e destruction of Senator
Joseph McCarthy al so wa s an act of cowardice-the
fear of not following the herd. It takes courage to be
in the m1nor~ty .
Th e red tide of success may recede; there will then
be many shamefaced 1ndi vidual s ashamed that they had
been Influenced by the clever communist line to turn
aga inst American patriot s who were trying to save th is
Republic. The awakening may come too late. If would
be small consolation to point an accusing finger at the
adjoini ng cell in a forced labor camp and uy, "I told
you so1"

There are interesting faceta of poUtical warfare

fight for the governorship is coming up later
this year, and a Democratic document which
the RepubUcans have managed to get their banda
on la likely to play a very prominent part In the
campaign, regardleas or whom the Republican
candidate tunu out to be.
The Democratic candidate will be Governor
Edmund G. (Pat) Brown and thla document la
golng to be something or a millstone around h1a
neck because he wUl have to either repudiate lt
and thus incur the wrath of the state Democratic
organization or accept it as ·he ia auppoaed to do
and adopt these positions ae hla own. The docu-
ment is a collection of 12 resolution• adopted by
the California Democratic CouncU, which la made
up o r representatives of aome 500 Democratic
clubs over the atate who met in February, 1961 ,
in Freano.
Here they are:
