There Is no doubt that the problem of treating men tal
illness does exist, and a s long as the pro blem is
taken care of locally, and on a voluntary basis, there
is no cause for concern. 1ut voluntary , local care
does not appear to be the goal of the men tal health
movement Machinery al ready has been set up in Cali-
fomi a for the state to step into the l')icture through
the Sho rt-noyle ~ct, and also to invite federal inter-
vention by seeking federal funds. Al ready a sugges-
tion has been made to our City r:ouncil here in New-
port 1each for consideration of a program for mental
health care, possibly by impl ementing Short-Ooyle.
Orange County's chief spokesman for a men tal heal th
program, Or. Norman Nixon, has made quite a point of
denying that the mental health program Is a "sinister
plot against the Ame rican neople." Yet l)r. Nilcon
himself, with surprising fr<l'lkness, or el se th rough a
slip of the tongue, or pen, gives us reason to be con-
cemed. In his column two months acp he commented
that the "misunderstanding (of those who oppose the
m8ltal health mo vement> refl ects the age-old fear of
mentally disturbed persons." The Implication is fright-
eningly plain : That the people who are against the
mental health program a re mentally unstable.
Somewhat in ltle same line of conditioning mass

label of "ri ~t-wing exttemists." Is it by mere c:h~ce
f\at the term "extremis~' has been tagged on con-
servatives? There is the impl ication of the mentally
