I heard Bill Spurgeon's convincing a rguments for ttle
Fifth 4.ve. freeway route through Corona del Mar at
Monday's breakfas t meeti ng of the CI)M Chamber.
There's no doubt that the ~="ifth ~ve. route is far su-
perior to the inland "blue line" loop around Harbor
View Hills. '3ut that, in my opinion , is not the key
issue. 1 question the basic orem1se of ttle local free-
way planning, which is that we must have a freeway
cutting througtl our wonderful coastal community.
1 recall the reasons given for the reluctance of major
department stores in selecting the coast for a store lo-
cation. They want to be in the center of a lot of popu-
lation so that they can draw shoppers (which is syn-
onymous with T~-\~Fit::> from all s ides-from a JhO-
degree area all around. This shopping zone is cut in
half in a coast location, because l)bviously shoppers
won't be driving in from the sea. This is a pretty con-
vincing argument against the claim that a freeway is
a must on the rim of the coast.
~n argument for the local freeway is that r.orona del
Mar has an inadequate s treet system, because the
streets are too narrow. 1ut th e through traffi c will not
be using narrow Jasmine 1\ve. or Poppy 1\ve. Future
development WILL have adequate s treet facilities,
wide enough to handle the new traffic generated.
I believe I drive about as much as anyone along the
local thoroughfares, because all my business is local.
I can honestly say that only once have I been hal ted
to a snail's pace on Coast Hwy. here and that was
beC9use the State Highway Oi vision Nas passing out
questionnaires asking drivers Nhere they were coming
from and where they Nere going. This survey .¥as con-
vincing argument to me that our ;Ho blem is local· 85~
of the drivers were on s trictly local mi ssions. The
Highway Di vision itself proved ttlat ')Oint. 1\Jow if they
come back at us and say that we need a freeway they
are s aying that a freeway IS needed for local traffic,
and if tilat is true, then every town of 20,000 and more
must have freeways. Such a supposi t1on just dl)es not
make sense
The over-load on our local s treets COfTieS from tile
ltlf!')ugh traffic, .vh1ch on perha;>s half a dozen .veek-
ends a year does cause congestion (though as a local
dri ver, I myself never get Involved in that congestion,
because I avoid the peak hours and use altern ate
routes). It does not make sense to put that freeway
through our to Nn to tal(e ca re of those few Sundays of
f)el Mar race track crowds and the few o ttler traffic
Jams.
Locating that freeway where it logically ought to go -
several miles inland where the beanfields gr,w-will
take those race track drivers off our Coast Hwy. and
leave us Nith our local traffic problems, whi ch are un
to us to solve by ourselves.
