• THE QUESnOM REMAINS UNANSWERED
1 sat In on the first discusslons cllrlng the drafting of
the first sign ordinance for the City of Newport Beach. I
m~e my objections known, In a lonesome sort of way,
because no one else seemed to be much concerned. In-
deed, the sign control planners sald that the law had
been asked for by the sign people themselves, and by
local businesses. Later 1 came to realize that this state-
ment was a. local appfi cation of the classi cal excuse
given in Washington for more and more regulation!: "The
pee-pul back home are demanding it."
In those first discussions, I asked a certain QUestlon
several tlmes, but I never got an answer. Monday I heard
the question asked again -at the Newport Harbor Cham-
ber director's meeting-and again no answer. The reason,
of course. is that there is no valid answer.
Here is the QUestion: What legal Mtd moral grounds are
there for regulating signs, other than for public safety?
There's · been con si derabl e shl ttering over that one, but
the harsh fact remains that the controls are there In our
city l aw -controls not concerned with public safety, but
with the maze of other reasons why the planners want to
plan our lives and deci sions and business judgment.
There has been -an outcry now and then from a newly·
awakened businessman who suddenly dl scovers the loss
of another small bit of his property rights. The outcry
dies down , the controls remain. After a respectabl e period
(just li ke after a funeral>, more control s are drafted, the
question mentioned above remains unan swered, some
bu s1n essm en object, outcries again subsi de -becau se i t
is mighty annoying to k eep crying for long -and new
regulations are adopted.
You are seei ng i t happen ri ght now. It i s just a small
loss. you say . 1\ small loss today, a'ld "just a li ttle''
tomorrow, irld som e more a little later on -unless local
bu sinessm en, and all citi zens. finally take a stand for
property ri ghts, which are th e basic guarantee of al l
other n ~ts.

I had the pri vii ege of It stening to Mr . Ingram last weelc

spoke bri efly on an extremely Important ooint developed
in his book: "The whol e Christi an doctrine of temporal
government rests upon adm ini stration of a system of re--
wards and puni shments according to the law of God. That
i s what we mean by the word justice."
Christian government is the work of punishment of wrong
doing. But from all sides come attacks on thi-s ooctrlnt
of just vengeanc e, and in i ts place comes the policy of
regulation. Those who bel i eve in true justice hold to the
belief that man knows the difference between right M~d
w10ng. Those who seek to rely on regulation insteild of
punishment say that the wrong-dotts should not be blamed,
ttlat their misbehavior i s the fault ?f society. This false
doctrine can l eild Oflly to regulation of the lives of alt
