There are a couple of revealing comments In the
Partes, Beaches and Recreation Commission report on
Its study of the possible need for a municipal golf
course In Newport Beach.
The report sta~s. "The committee's apptoach to the
golf problem was to see tha t the obligation for provid-
Ing public golf courses In the Harbor atea was fulfilled
as population increases demand." Then, although a-
greeing that th e initial "obligation" is being fulfilled
by ltvine Co. plans for golf courses, the PBR Commi s-
sion says i t will evaluate the green fees of the new
courses to see if they are competi tive with other pu blic
courses, and "If not, the Commission will study further
to see If a municipal course would better meet the
needs of the citi zens."
The Commi ssion does not define the "obligation."
But the implication is plain that the city has a duty to
see that golf courses are provided for the public. That's
the kind of thinking that is getting government at all
levels deeply invo lved in kinds of activities in which
It has no business at alI. Just consider how many
other "obl igations" there could be: bowling alleys,
dan ce halls, concerts, baseball stadiums, playhouses,
riding stables, circus events, movi e houses, race
tracks, yacht clubs ••• Perhaps I had better stop. I've
given them too many ideas already.
On e mote idea I do wish to stress: The city has no
obligation whatsoever to provide a public golf course,
or to see if privately operated courses charge the pro-
per fees, or to get into the thousand and one other
activities that help make governmen t big and costly.

There arc reports from Washington that a strong grass
root s reactton against the treaty is re vealed in letters
t.:l t:ongressmen. If thts IS so -and there IS certainly

If the Naver•ng senators receive strong backing from
hu!" e, they will have the courage to resist the pressur,.

chel and Clair Engle, and also to others, appeal1ng to
