A word of caution to the wary: Watch your driving in all
sections of Newport Beach. There's a rising tide of dis-
enchantment with the race-trade driving along our city
stteets and with the hot-rod noises. Correct! ve action
has al ready been taken on Balboa l sland, and consider-
able improvement is reported th ere. The speed situation
is being checked by traffic officers in Corona del Mar.
And now th e long-suffering residents of Newport-Bal boa
Pen insula have taken their case di rectly to the City
Council, and you can be sure that there'll be a boom in
tick et writing. There's bound to be a cry of complaint as
some local driver gets caught in this speed crackdown -
as already has reportedly happen ed. But the law cannot
be a respecter of place of residence. The answer IS:
Obey the traffic laws, and don't say we didn't warn you!

title of an analysis of President Kennedy's Civil Rights
Act of 19&3 by the Co-ordinating Committee for Funda-
me ntal American Freedoms.

AND TO THE CITY OF
NEWPORT
We salute our genial c ity manager, Bob Coop, for the
new honors that he has brought to the City of Newport
Beach .. At ~a st .w.eek ~s annual confe re nce of th e League
of Cahforma C H1es 1n San Franc isco, Bob was e lec ted
t~ the State Board o f the Le ague , re presenting all of th e
c 1ty managers of the State of California. He was named
for a 2-year te rm o n the State Board.
For Bob Coop. this is a s pecial honor of sentimental
nature. He is partic ularly proud of the fac t that he is fol-
lowing in the foots te ps of hi s fathe r, E.F . Coop, who was
e lec ted to the State Board of the Le ague of C ities 30
years ago. "E.F." was the n fire c hie f o f th e C ity o f
Pasade na and was named to the Board to re present all
o f the fire c hiefs in the State. Afte r re tire me nt a s Pasa-
de na fire·c hief,he c ame to e wpo rt Beach, became active
in c ivic and community affairs o f the c ity, and served for
a time on the Newport Beach C ivil Service Board.
Bob himse lf has serve d prev iously with the League of
California Cities. In 1955 he wa s e lec te d president o f
of the C ity Manage rs Divis io n of the L eague . He was the n
c ity manager of Inglewood. Late r he was appointed c it y
manage r of th e C ity of Fre mo nt, the n for 2 years he ser-
ved o.verseas on U.S. State De pa rtme nt duty in Yugos lavia
-as c hie f public a dministrator for the State De partme nt's
technical a ssistance program. A fe w weeks after returning
from that assignment, he was c hose n in May of 19ql fo r
his present position as our C ity Manage r.
In addition to his professio nal duties in governm e nt,
Bob took time o ut to serv e his country in time of war. He
joine d the a vy in World War II , serving from 1942 to
1946. On 0-Day he was commander o f a gun s hip that pro-
vided covering fire for invas ion forces at the beaches of
Normandy. lie rose to the rank of Li e ute nant Comma nde r
and compl e ted his Navy duty in the o ffice o f Secretary o f
the Navy Forrestal in Washington.
He serves his c ommunity he re also as. a me mber of th e
board of direc tors of the Orange Coast YM CA. He is also
member of the Newport Harbor Kiwanis Club.
As our City Manager, he is th e e xecutive officer o f o ne
of the biggest enterprises in the Harbor Area -our C ity
of Newport Beach, which has a budge t of S5 million, a s-
sessed valuation of Sl50 million, an e mployee total of
some 385, which grows to ·450 during the busy s umme r
months.
"The big c hallenge is the great variety of duties and
problems," he says. "The entire scope o f c ommunity 1 ife
commands atten'tion to many details -law enforcement,

The bu siness o f adm inisterin g city affairs is different

own propert y in the city . -\II this calls for a variet\ of
talents on the part of the City \1anager, a nd the abilit~ to
"roll with the punc he.," and, abo\(' all, a sen e of humor.
