Opponents of mental health legislation were called "the
voci ferous minority" by a representative of the League
of Women Voters at a meeting of the Harbor Council of
PTA this week. 1 guess I am included in that description,
and I don't mind that at all, bot 1 do resent the very strong
Implication that there is something nefarious in it.
The opposite of "vociferous minority" would be the
"substantial majority/' or, as it is generally identified,
"the general public." Now, l ask. you, has "the public"
ever invented a single invention to improve our lot, or
developed a single cure for an epidemic disease, or
written a single classic of literature, or opened up a
single new fr ontier' I submit that all these, and the many
more deeds that have heloed us advance, have been ini-
ti ated by the minority, generally by a single indi vidual,
and usually voctferous. "The public" is a follower, and
sometimes not even that.
I submit also that the L!ague of Women Voters, in par-
ticular, should honor the "vociferous minority," and not
censurt tt. For who has been more "vociferous" and
more of a m1nottty than U10se gallant gals •ho took uo
the cudgel for woman suffrage -and made it possible for
there to be such an organtzation (not entuely un-voci-
ferous) as the League of Women Voters!
So let's just drop the name-calling and judge mental
health legislation on its merits. It may be that our citi-
zens owe a debt of gratitude to the minority that is point-
Ing out the grave oertl of getting government involved in
th e real m of mental health.
