evening as the Newport Beach City CounCit discussed
the land swap in the Upper Bay and the Irvine Co. plan
for development of the Upper Bay.
No one asked the pertinent Question: Were they seeking
to manage their own property , or even city-owned inter-
ests, or were they wheeling and dealing with someone
else's property, and a good share of it in private owner-
ship, at that!
Here were 7 Counci I members engaging in almost ~ hours
ofdisagreementas towhat would best serve the "public".
I could not help but consider how much good could be ac-
compli shed If an equal amount of thought and effo rt and
determination were devoted to basic policies for further-
ing what i s truly the "public interest." That would be
the business of helping establish the best possible cit-
mate to give the best possible chance for survival of our
free enterprise system of individual initiative.
I do not believe the cause of our Republic was furthered
on~·'Wb.it by the long wrangle aim ed at controlling some-
one else's prO'Pttt¥, Indeed, to the contrary, the Big De-
bate on Monday night fust--tatl.d._ed to promote the thought
that the prime mission of Council is to control, regulate
and restrict, all for the "public good," of course, as is
always the excuse for restricting individual rights.
There's.;ust one little complication: When the individual's
right~ ac~ chipped away, one by one, what's left of the
oubtic interest? • • •

C1 t1uns, located at the corner of Irvine Ave. and 15th St.
1n Cliff Haven. It IS named Stanley Hall, in memory of the
late Earl Stanley, early land developer 1n the Harbor area
and c1v1c leader. The land was donated by Ur. and Urs.
Earl Stanley, and the building was the project of the New-
port Harbor Zonta Club.
