A basac reason for repeal of the Rumford Housing Act
was gaven by Assemblyman E. Richard Barnes of San
Otego, a retared Navy chaplain and former Methodast

He told the State Real Estate Assn. board that has long

it is impossible to legislate good wall and human under-
standing.

appreciation and voluntary assoCiations." he said. "I

tensaons rather than dimanish them.
"Human raghts and property nghts are not severable.
