in 1962 and Mr. Fabian d1ed
shortly thereafter. Mn. Fabian
then returned to the city of her
birth, and she died there Dec.

What does it take to get you riled up, taxpayers? The
s tory has been told many times before, and here It Is
again in th is issue of the Ensign -the incredible in-
consistency of assessing property in Orange County.
The Newport Beach Taxpayers Committee has done ex-
haustive research and com pari son of assessments, and
the consistent resul t of the assessing inconsistency is
an unfair burden on our properties here in the Newport
Harbor Area. This means lots of dollars out o f our poc-
ket s, to make up for the considerable lower assessments
in other areas, including a lot of next-door propert y that
somehow gets treated as if it were somewhere in Arlcan·
sas.
The Orange County Grand Jury agrees that action
should be taken by the county supervisors to end "gross
ineQuities" in property evaluation by the county asses-
sor.

ELEMENTARY SCHOOL BONDS
Your grandchildren may be here -or some-
where else-but the certainty is that the pop-
ulation of school children in Newport Beach
School District is climbing.
The 2 schools of 1945 are 7 schools today
serving only the Newport Beach school popu-
lation of grades Kindergarten through 8 {4,-
880 children). Two new schools are projected
to be built by 1966. Two schools are needed
-one West Bluff and one East BluH. Another
school site must be bought {6,300 Newport
Beach elementary school children by 1967).
The $2,500,000 issue will keep the Newport
Beach Elementary School District within safe
bonding limits.
Average cost to the average homeowner will
decline from a peak of $10.00. Funds will be
provided for the purchase of the West and
East Bluff sites at once while vacant land can
still be acquired. Plans for the schools are
under way. No homes need be eliminated or
condemned. A revised utilization of school
buses with a greatly increased walkability
for the Elementary School students will SAVE
money and permit better utilization of school
facilities.
