City budget time Is coming around again -which Is a
reminder that In past years there have been efforts to get
a minor but annoying burden off the taxpayers' purse.
This Is the public expense Involved In providing City
Hall space for an art gallery.
My recollection Is that this commendable proj ect, start-
ed by local citizens interested In promoting the arts, was
to be undertaken at no cost to the city. But expenses
have been Incurred: Insurance, handling. and cartage. The
Council should go bad: to the original proposal : to pro-
vide the free space for art display, but require the Inter·
ested citizens and arti sts to talc e care of the expense and
effort.

Will the real extremists please stand up?
And who are these extremists? Are they the conserva-
tives who warned against the folly of our national policy
of accommodation with communism? Or are the real ex-
tremists those who have persisted in this folly, to the
point of engineering a coalition with communism? A
tragic example is Laos, where the anti-communist govem-
ment was forced into a coali tion with the enemy. Hea~
lines this week tell of dec isive communist victories over
the "neutralist" forces. HI story repeats, but the extre-
mists of the State Department continue to shake the
bloody hand of the enemy and wait for him to "mellow."
Ameri can patriots ask , "Why not victory?"

are calling his so-called "Anti-Poverty Campaign" a
"gigantic fraud." He has an answer, which he must con -
sider to be qui te aushing: "Twenty-five years ago even
the social security plan was call ed a fraud."
"Cruel hoax" describes both programs. No l ess an
authority than presidential hopeful Nelson Rockefeller
testifies to the true nature of "social security." He has
sharply assailed Sen. Barry Goldwater for suggesting that
It be put on a voluntary basis. "To make it voluntary
would destfOY the social security system" says Gov.
Rockefeller. Precisely so, and what more devastating
comment could there be! A project that cannot stand the
test of voluntary publ1c support cannot be sound.
Just how unsound It is can be judged by the fact that
as of 1%2, the social security system was declared by
insuran ce experts to be 320 BILLION dollars short of
the funds necessary to guarantee present members their
promised benefits. The only way this can be made up is
by heavier taxation. Each election year the benefits, and
the tax rates, go up. The tax started in l<B7 at 2" (1"
from employee and 1"' from the employer); it is now 7'.ll"'
(3 5/8"' from each>; soon q''•"· and where will it stop,
short of bankruptcy?
The "anti-POverty" hoax is equal I y cruel and danger-
ous. It is powerful propaganda for the false hope that
government can destroy poverty by redistribution of weal-
ttl. That is al l that government can do, because it has no
money other than that which it talc es from you and me and
gives to someone else. President Johnson puts it quite
bluntly : "We are going to try to talc e all the money that
we think is unnecessarily being spent and take it from
the haves and give it to the have-nots that need it so
much." He could say it even more plainly and more ho-
nestly: 11We are going to push all-out for socialism."
It has been truthfully said, "When government provides,
the people go hungry." lyndon's logic is leading straight
to di saster. What he is proposing will generate the direct
opposite of "anti-poverty." His program will further ham-
string the one effective agency for rai sing the standard
of l iving: private enterprise capitalism, which has made
our nation the richest in hi story and is helping feed a
a large portion of the rest of the world besides.
