today, the topless 'bathing suit. the Ensign is firmly of
the opinion that It IS wholly actepUble -for the age
range as depicted by model s Karan, 7, and Bonnie 5.
This comment is intended as a gu1de lane for Newport
Beach Council members, who scanned the "topless"
oroblem Monday afternoon. The c1ty atto rney expressed
dOubt that the crty code "covers" such matters. Some
killjoys have suggested 1nvo1tang a sectron of the state
penal code which states that no one can "willfully and
lewdly expose hi s per son to the offense of other per·
sons." Obviously the matter will rece1ve careful and
