New and alarming Items of news about the freeway
ought to rock our community into action all the way from
West Newport to Corona del Mar.
One shocker Is the report that the State Highway Com-
mission Is ready to purchase Cagney property along
Coast Hwy., westerly of the Arches over--pass, for the
freeway route.
The other Is the revelation of the monstrous plans for
the complicated maze of Interchange twists and turns
near the Arches and also at MacArthur Blvd. in Corona
del Mar. If you think my words of description are slightly
colored and extreme, just look at the sketch on page 1 of
this issue of The Ensign.
Those neat little lines drawn on maps for the Highway
Commission presentations have assumed more formidable
proportions. It Is as if we had been viewing a long dis-
tance camera shot, and suddenly the zoom I ens socked
us with the grim reality of a monster at our doorstep.
We are not talking of just one freeway in our city, bot of
THREE freeways. The Newport Freeway would bring its
dead-ended traffic to the Coastal Freeway interchange
at the Arches. The Corona del Mar Freeway would bflng
an equally formidable volume of cars to the eQually com-
plicated maze near the MacArthur-Coast Hwy. corner. In
both cases the traffic puzzle is further confounded by the
necessity for tying In with the local access streets.
Now is a time for action to change this mad scheme.
That action has to be such that wi II receive full support
from all groups and official bodies in the Newport Beach-
Costa Mesa area. If the Newport Beach and Costa Mesa
City Counci Is rema in at loggerheads over this all-impor-
tant issue, there is no hOpe for any change in the freeway
route. Such dissension between the 2 cities i s just what
the Hi~ Commission needs to k'eep the freeway in its
present Incredible location through the heart of our city.
Neither the present coastal route, nor the so-called
"red route'' a few hundred yards inland and partially
through CosY Mesa. can receive the joint support of the
2 City Councils, or of the Chambers of Commerce, or of
the civic groups of the 2 cities. Nor will the county su-
pervisors intervene in such an explosive issue involving
opposing wishes of 2 cities.
The i ssue on wh ich joint agreement IS possible isaban-
donment of the freeway route through the heart of the har-
bor area. If freeway policy means what the words say,
freeways are built for through traffic; local traffic is the
responsibility of local communities. Let the through traf-
fic be handled by an expanded San Diego Freeway, or by
a second freeway parallelling it, going inland of our Up-
per Bay, with feeder highway s connecting to the coastal
cities.
I have heard it said -by an engineer of the State De-
partm ent of Highways -that freeways are not built through
communities where there is solid unanimity ofopposition.
Here we have th e disadv.v~tage of 2 cities side-by-si de,
one being played against the other. In such discord there
Is weakness. But In the 2 cities there can also be streng-
th, fo r they can join together in common cause.
It is up to the Newport Beach City Council to Initiate
this community of action.
