TIE non IF •at liGHT HAVE IIEI When the Newport Beach City Council first talked about protest! ng the adopted coastal freeway route, 1 asked hopeiJIIy what new plan they had in mind. 1 .suggested, with no great subtlety, that it was absurd to think that they could win with the alternate route that had already been rej ected by the State Highway Commission -the "red route," that would plow through a crucial area of Costa Mesa developmenL My comments to the Council included these obvious facts of political and neighborhood realism: There was no chance to change the freeway route unless the Coun- cil came up with a plan that could be strongly supported by both cities -by the ci tizens, clubs and organizations, Chambers of Commerce, both newspapers, and members of both City Councils. No such support coul d be rail i ed for the so-called inland "red route" (inland by about a half a mile), and the Newport Beach City Council would fall flat on its face trying to get the state to change the route. Expert politico Pat Brown knew full well the r~ spective registrations in the 2 citi es and would not be mat ing any rash move toward aggravating his good frien ds and supporters. To which remarlc, the Council exclaimed with wtde eyed il)nocence that politics ce,... tainly would not enter into the decision! So it was that the Counci I chose to ride a tired horse -which did not even get out of the starti ng gate. And no thought was given to the only plan that could have received wide support and .vould have had a high chance of success -re-routing the freeway enti rei y away from our wonderful residential Harbor Area. Repeatedly the mayor and a few other offici als asserted U'lat "Newport Beach does want the freeway; It's only ttte location we oppose." I have a little surprise to te ll them, bless their little hearts: Newport Beach does NOT want a freeway. Per- sonally, I have found no one among our l)ri vate citizens who wants the free.vay bulldozed through our dwellings, business houses and churches -exceot for the Council members, and a few strategiC rndiv1duals, .vhose names I know well, and whOIT' I can JUSt about number on the fingers :>f one hand. Ou r (;•ty Counc1l has been derelict in duty fo r failing to pursue a course of act1on that could have saved our city from the monstrosity of the freeway ... i n reality THREE freeways, because there will be the Newport freeway through r:osta Mesa and the Corona del Mar free- way along MacArthur ~ulevard, both dead-ending on the coastal freeway, r:reating an incredi bl e maze of in- terchanges and a stuPendous traffic problem. What might have oeen Nrth un•ted effort by both cities and its citizens, Nould oe a truly 1nland freeway . along- side the com1ng San 01ego freeway, or an expansion of this freeway, away from the heart of Newport Beach and Costa Mesa and close enough to take away the tremen- dous burden of through traff1c.
