building costs are up 28%.
J ust why this screwy ap-
praisal prevails is hard to
understand. because lumber
is 20$( low<'r over a year
ago, but cement and other
materials are higher. Of
course the answer is wages,
which are scheduled to in-
crease. but why realty is
down and building higher
and sales dropping is a fac-
tor that has not yet been
worked out. or rather the
p eo p I e have not fathomed
the variance. unless they are
waiting for that recession.
Against that is a congres-
