Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Eric Loke, Civil Engineer, eloke@newportbeachca.gov PHONE: 949-644-3336 TITLE: East Coast Highway Traffic Signal Rehabilitation Project Notice of Completion for Contract No. 5418A (Project No. 15T04) ABSTRACT: On September 8, 2015, City Council awarded Contract No. 5418A for construction of the East Coast Highway Traffic Signal Rehabilitation Project to KDC, Inc. dba Dynalectric (Dynalectric) of Los Alamitos, California. The work is now complete and staff requests City Council acceptance and close out the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. (On September 8, 2015, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301); b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one year after the acceptance by the City Council. A summary of the construction cost is as follows: Original Bid Amount: Actual Cost of Bid Items Constructed: Total Change Orders: $1,993,887.00 $2,008,103.20 $120,474.54 Final Contract Cost: $2,128,577.74 The actual cost of bid items constructed was approximately $14,200 higher than the original bid amount. The majority of this was related to construction of new curb access ramps, where modification of existing ramps was not adequate, and additional concrete sidewalk to provide the proper pedestrian path -of -travel. The project also included several change orders for a total of $120,474.54, which was approximately 6.0 percent of the original bid amount. Notable change orders were the result of needing to replace a significant amount of very shallow deteriorated signal conduit at both the Poppy Avenue and Goldenrod Avenue intersections (signals we inherited from Caltrans). Additionally, the contractor had to address several conflicting underground utilities, remove previous foundations abandoned in place by Caltrans, as well as trench through unknown underground bedrock formations at several locations. Quantity adjustments account for 0.7 percent increase in final contract cost. A summary of the project schedule is as follows: Notice to Proceed for Construction November 23, 2015 Contract Completion Date with Approved Extensions August 4, 2016 Actual Substantial Construction Completion Date October 28, 2016 7-2 East Coast Highway Traffic Signal Rehab. — Notice of Completion for Contract C-5418 December 13, 2016 Page 3 The project was substantially complete as of October 28, 2016. In the first two-thirds of the contract, Dynalectric made great strides, working in an efficient manner to complete construction tasks. However, as Dynalectric was also the signal subcontractor on the concurrent Newport Boulevard Widening project, the City made the decision to re -direct Dynalectric's crews to the Newport Boulevard project. This reallocation of resources to the Newport Boulevard Widening project was a deliberate effort by the City to ensure completion of that project prior to the peak summer period and facilitate the increased traffic flows to and from the peninsula beach areas. Ultimately, Dynalectric returned, in good form, to complete the remaining work items on the East Coast Highway signal project. To accommodate Dynalectric's resource shift to Newport Boulevard, its contract was extended 60 working days to allow reasonable time to complete the signal project work. Some miscellaneous close-out items and post -substantial completion activities needed to be finalized prior to this Notice of Completion action. ENVIRONMENTAL REVIEW: At the September 8, 2015 City Council meeting, the project was found to be exempt from the California Environmental Quality Act ("CEQA") pursuant to Section 15301 (for repair, maintenance and minor alteration of existing public facilities with negligible expansion) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
