Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer, parciniega@newportbeachca.gov PHONE: 949-644-3347 TITLE: Corona del Mar Concrete Pavement Reconstruction - Poppy Avenue and Ocean Boulevard - Award of Contract No. 6189 (17R12) ABSTRACT: Staff received acceptable construction bids for Corona del Mar Concrete Pavement Reconstruction Project, which will repave Ocean Boulevard from Marguerite Avenue to Poppy Avenue and Poppy Avenue from East Coast Highway to Ocean Boulevard, and requests City Council's approval to award the construction contract to All American Asphalt. RECOMMENDATIONS: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment; b) Approve the project drawings and specifications; c) Award Contract No. 6189 to All American Asphalt for the total bid price of $1,216,033.00, and authorize the Mayor and City Clerk to execute the contract; and d) Establish $121,600.00 (approximately 10 percent) contingency amount to cover the cost of unforeseen work not included in the original contract. 16-1 Corona del Mar Concrete Pavement Reconstruction - Poppy Avenue and Ocean Boulevard - Award of Contract No. 6189 December 13, 2016 Page 2 FUNDING REQUIREMENTS: There is sufficient funding for this project. The low bidder, All American Asphalt, possesses a California State Contractors License Classification "A" as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for the City of Newport Beach and other public agencies. The specifications include a detailed phasing schedule created to lessen impacts to the community and provide temporary property access during construction. Staff believed this level of phasing and coordination required from the contractor would have increased the cost of the bid; however, All American Asphalt, who recently paved the western portion of Ocean Boulevard, has advanced concrete placement equipment that allows them to provide an extremely competitive cost. The existing concrete streets on Poppy Avenue and Ocean Boulevard were constructed in the 1920's and have deteriorated and reached the end of their useful life. Concrete pavements are extremely durable and have a long service life. As a matter of the design, the entire street pavement as well as deteriorated sections of concrete curb and gutter, alley approaches and access ramps that connect to the streets will also be reconstructed to current standards and Americans with Disability Act (ADA) standards. This street replacement project is included in the current adopted FY 16/17 Capital Improvement Program and the location is shown in Attachment A. In addition to street reconstruction, this project will address the reforestation of Poppy Avenue. In fall, 2015 Public Works and Municipal Operations staff hosted several community meetings, as well as individual meetings with residents of Poppy Avenue and Ocean Boulevard, to discuss and plan for reforestation of Poppy Avenue. In September 2015, the City removed many diseased canopy trees and committed to work with the neighborhood for the replacement of those, and the remaining street trees. As part of the final recent outreach to the community, Public Works staff mailed postcards to residents to inform them of the project web page (www.newportbeachca.gov/poppy). This web site provided quick access of the plans to residents whereby they could review details and landscaping. Residents have directly contacted Public Works for questions and further information. The project was also recently presented at the October 4, 2016 Parks, Beaches and Recreation Commission. In addition, Public Works presented the project at the November 17, 2016 Corona del Mar Residents Association meeting and at the December 2, 2016 OASIS General Meeting to continue outreach to the residents and answer questions about the project. Pursuant to the Contract Specifications, the Contractor will have 120 consecutive working days to complete the work. Public notices and construction work is expected to begin mid-January with the approval of the construction contract. Work and road closures will be phased in sections to minimize public inconvenience. Construction completion is scheduled for spring 2017 prior to the busy summer season. 16-3 Corona del Mar Concrete Pavement Reconstruction - Poppy Avenue and Ocean Boulevard - Award of Contract No. 6189 December 13, 2016 Page 4 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
