TITLE: Fire Station No. 6 Apparatus Bay Replacement (16F11) and Corona
del Mar Fire Station No. 5/1-ibrary Replacement (15F12) -
Reject All Bids for Contract No. 8136-2
ABSTRACT:
Staff received construction bids for the Fire Station No. 6 Apparatus Bay Replacement
and the Corona del Mar Fire Station No. 5 / Library Replacement Project. Staff
believes the best course of action is to reject all bids, re -scope and re -advertise the
project.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15302 (Replacement or Reconstruction) of the CEQA
Guidelines. This exemption covers the replacement or reconstruction of existing
structures and facilities where the new structure will be located on the same site as
the structure replaced and will have substantially the same purpose and capacity of
the structure replaced;
b) Reject all bids received for Contract No. 8136-2 (Project Nos. 15F12 and 16F11);
and
c) Direct staff to re -scope and re -advertise for bids.
FUNDING REQUIREMENTS:
No fiscal impact.

DISCUSSION
At 10:30 a.m. on December 1, 2016, the City Clerk electronically opened and read the
following electronic bids for this project:

Low Tovey/Shultz Construction, Inc. $ 7,738,385.00
2 AMG & Associates, Inc. $ 8,562,910.00
3 Dalke & Sons $ 9,412,353.00
While reviewing the bids and reviewing other recently bid projects, staff's
recommendation is to reject all bids, re -scope the project documentation and
re -advertise the project. The bids received are higher than expected and appear to lack
enough competition for the best value to the City. The City of Costa Mesa recently bid a
fire station project and has been a helpful basis for current pricing. Several factors
appear to have influenced the bids received. Staff had the opportunity to talk to
prospective contractors and in doing so, received feedback from General Contractors
agreeing that subcontractors did not have enough time to properly bid the project,
especially with Thanksgiving week. The building industry is busy and there is year-end
pressure that contractors attend to. Staff also received feedback regarding the
mandatory pre-bid meeting, the electronic bidding process, and the complexity of forms
required of subcontractors at the time of bidding.
Staff intends to repackage the project, update the bid documents with comments
received and re -advertise the project. City Council consideration for the award is
planned for February with construction work beginning in late February.
ENVIRONMENTAL REVIEW:
Pursuant to Section 15302 of the CEQA Guidelines, the building reconstruction and
replacement project of existing facilities is exempt from the California Environmental
Quality Act (CEQA) as the new improvements, when completed, will have substantially
the same purpose and capacity of the structure replaced.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
