val to erect on-site outdoor
aiana in a city which pro-

This wu the problem con·
fronted by the Irvine Com-

Fashion bland, Newport
Center.
The total complex wi II be
under construction over a

completed by September,
1967. ~ inve stment of S20
million will be spent to de·
velop the 7 S·acre first in-
::rement, which, when com-
pleted, wil l be the larges t,

We st Coast.
The problem of outdoor
promotion was s tymied be·
cause of a Newpofl Beach
ordinance which was placed
on the books in th e early
1950's to preserve th e city's
affluent atmosphere with its
bayfr ont homes and luxury
shops.
To overcome the stiama or
unattractive outdoor dis•
plays, the lrv1 .. ·n~eh-;~~l commi-n i·oneel r1
aion aave ita approval.
The aiana were produced
on '"lollypop.. stanclarda
which wete fabricated from
WIUICid telephone poles and
arain-tree plywood s heets .
These are peinted s tark
white, with the loaos and
copy imprinted on them.
The result or the projec t
is the erecti on or 12 aians

over a span of 108 feet.
Care was even taken to
emphasize the informational
character or the copy and
to avoid what has been de·
scribed by oppononts or
outdoor sians as "scream-
ina commercialism. •• Copy
was kept to a mi nimum. The

"At "Illanksgiving ti me I
took a tri p ,ou t of town on an
.airplane leaving from Orange
Coun ty Airport. I parked my
car diagonally in one of the
2 rows of parking be tween
the airport buildinx and the
adJacent building. As no
sign s were visible showin g
no park1ng or limi ted pa rk-
ing, I left my car and wen t
into the airport. THESE PHOTOS, succ essfu lly used as evi dence in
"The next night ani ving
back I wen I lo my car and
there was an ov ertime park-
ing on it. Ag ain I looked for
.s igns. The on ly sign visible
above the park ed cars was
on the adjacent building,
compl 'e tely hidden behind
the raised lid of a trash
re ceptacle. Another sign
was on the airport buildina
abou t) feet from the around,
and hidden by a car. Every
car parked in this area had
a ti cltet on i t(approximately
12-1-S cau).
"Several days later l went
\0 the AY.tomobi.\e C\l.lb \0
pay the fine -bu t to my
amazement the fine was
SI S. I told the Auto Clu b
that I guess I had better go
to court and ,Ji ead not guilty
as I thought the fine was a
li ttle too much. If it had
court case, sho w the location of parking limi t signs
at the Orange County Ai rpo rL
been 55, I probably would
have paid it and forxouen
al l about iL The Auto Club
told me that they have had
many objections to overtime
parkin1 ti ckets at the airport.
".\!any times I have felt
that 1 did not deserve a
ticket bu t paid it anyway
because of inconveni ence of
xoin 1 to court, loss of time
from work., etc. This time I
h ad the time so I would

A hearina was set up for
Dec. 28 at ~: 30 a.m. in
Division I of Newport~esa
Municipal Court.
"I went to the airport and
took. of the trash
cans with sign behind it (in
color no less) and the si gn
on the airport building.
"On De c. 28 I was in court
at 9:30 a.m. and talked to
several people to find ou t
how lana it would take.
Then I talked to the public
defen er arld he told me
there we re I 7 fel ony cases
first. HoweVer, he listened
to my case and look ed at my
pictl.l res.
"During a momentary de-
lay in one of the cases the
P\lbli.c de£ondet appeared
before the judae and asked
hi m if he would take the
time to hear the case. The
Judae look ed at the pic-

dismiss the case. The
Judge !granted the motion .

very courteous an d helpful.

-Wher e do I go from here
to get someone to do some-
