The South Coast Child Guidance Clinic announ ces in
Its April newsletter that "the Board ~f Directors Is pre-
sently considering applying for ShorH)Oyle funds which
are provided by the Community Men tal Health Services

This statement of intent is contrary to the promise given
by the founding members of the Clinic wh en it was being
organized almo st 7 years ago. There was considerabl e
concern then among local citizens becau se of report s
that a reQuest fo r Short-Doy le funds would be made. There
was understandable opposition to federal encroachment
In to the field of mental health, and there is eiJen more
conce rn now, becau se fed eral pow er is increasing at an
alarmi ng rate, and is reac hing into mo re and mo re areas
of our lives.
The founders of the Clin ic wisely announced their po~
li cy to be against reques ting Short~Ooyle funds. I wa s
present at that meeti ng, and I was gratified to hear that
s tatement. In th e ensuing years, th e Clinic has carr ied
on with increasing success, depending on voluntary sup~
port, local contributions and fund-raising pro jec ts. The
Clinic has re ceived generous support throughout the
community. Its activities have been widely publici zed,
and the re sulting response has helped the Clinic to pro~
vide a growing prog ram of psychiatric services to emcr
tionally disturbed children and their parents. A hard-
working staff of wo rkers and community~wi de support
from in terested ci tizens have made this growth possible.
The Clinic newsl etter comments that "there has been
a 9reat deal of resistance to the Sho rt~Doyle funds be~
cause people in the community feel that the government
will attach s tr ings and try to tell the Cli nic wh at to do."
The newsletter seeks to disPOse of this resistance by
s tating that "this iSll 't so ..• Th ere would be no strings
attached."
The record of disbu rsement of taxpayers' funds by any
governmental agency reveals, on the con trary, that the
give r of th e funds specifies how the funds are to be
used. Federal cou rts have held th at where public funds
are allocated, the fede ral gove rnment has the power to
s ay ho w the funds must be spent. Each amoun t added to

HERE'S A REASON FOR BOND ISSUE DEFEATS
Troublemakers and off·b eat philosophies on campus are
being re cogni zed as a majo r cause of public criticism of
our public schools. Thi s criticism is being translated
into acticn in a no vote on school bonds and tax in·
creases.
The "spe,ial Vietnam issue" of the UCI campus news·
pape r, Anthill, offers an example of aggravation that riles
American patriots, and most especially those of us who
have served in the Armed forces in previous wars and
have fought to preserve fr eedom , including the freedom
now being enjoyed by the aggravators.

The scene in which ·\braham bargains with God is one nf the most famous

judge. To "sit at the gate" was to sit in jud~ement. This space was re served
for only chief men of the city. Lot offered hospitality to the angels of God
thinking they were men, but the hood lums of the city, both young and old,
wanted tn commit an outrage. The wickedness of Sodom is be lieved to have
been a widespread cus tom of unna tural practices and the y gave a horrifying
demonstrati on of their lust to the angels. Lot tried to protect them and even
offered to sac r i (ice his daugh ters but to no avail. The angels had to use
supernatural powers to defend both Lot and his famil y. The y struck the men
blind and in the momin ~ the angels told Lot to flee from th e city with his wi fe
,1nd hi:. 1iaugh ters. When they hesitated. the angel.s seized them by the hand
:and hrou ~ht them out.;;ide the c it v. Thev were told to flee for their lives ~tnd
not to look back. Out Lot's wife looked back and she became a pillar of nit.
The destruct ion that took place is not recorded in known records elsewhere;

God , and if we Pray with sincerity and be·

we do not ordinarily dream ore possible. God
wonts to give us, His children, every good

answers to our prayers is that we ore expert
