dividual. There can be no freedom o f the press unless
there is private ownership of printing presses and buil~
lngs for printing plants. There can be no freedom of reli·
giqn if there is no private property to provide a place for
a place for Worship. Freedom of speech would be mean-
ingless i f we had no privately owned halls and houses
and buildings where we can speak our piece. The issue
in each case is the same: The altemative to priv,ate

we are now seeing a continuing attack on the rights o f
property owners, and the result is an ominous erosion
of indivi'dual liberty. There is, of course, the classical
retort: Just what rights have you ever lost? I can retort
in retum that in the almost 20 years that 1 have been
publishing a newspaper in Newport Beach, I have felt the
pincers of governmental control steadily closing in on
my right to operate a business. Monday evening the jaws
of the pincers closed in a little mo re with ttte approval
of Emergency Ordino¥Jce 1235 by the Newport Beach Ci ty
Council. The ordinance drastically changes the rules for
use and development ot property by impos\ng stringent
off·street partcing controls where such controls had not
exist ed before. The ru les that were in effect when the
property was purchased have been changed. In some cases
it could mean drastic loss to a property owner. In some
cases it could mean failure of a business.
The new controls apply to new con struction and re-
building on a business lo t. This includes rebuilding after
destruction by fi re o r earthquake or other catastrophe. In
such a case the property owner can no longer restore th e
property th a t he had at the time of purchase. The parking
control s drastically reduce the si ze of building that can
becons tructed,and_thus sharply reduce the rental income.
Rebuilding could be economicall y unfeasible.
There is s till time to stave off the harm that this ordi-
n.:rlce can cause. It can be amended to guarantee the
property o wner the right to maintain what he now has,
which would include the right to rebuild to existing size
in case o f ca tastrophe.

It wu the day of our Lord's Ascension.
Jesus and His band of eleven disciples had
come to Bethany, the place they all knew and
loved so well. Some of their happiest momenta
had been apent there, and for Jesus personally
the place held cherished memories. There He
had often rested in the hou~~e of Mary, Martha
and Luarus. There He had staged Hia trium·
pha1 entry into )eruaalem on the qne, Palm
Sunday, and there, a few d~ys later and near
that same spot, He had faced the agony of
Gethsernane. And now the climu of His
earthly ministry was approaching. He was
about to return in glory to His Father's side,
and once again it ia to Bethany He cornea.
Having reached the brow of Olivet, the
Saviour stands in the midst of the little s roup
of His disciplea., and lifting up His bands, He
pronounced Hia blessing upon {hem. Then,
even u He apoke the words of love, He was
taken up from them into heaven and a cloud
received Him out of their sight.
During Hia lifetime on earth, Jesus had
often told His disciples in the plainest posaible
terms that when He went away He would
cume back again. Many of His parables had
had this theme aa their principal element, and
as He drew near to the Crosa, His references
to it became more n\Jmeroua and more de.
tailed. How man y Christians have been
strengthened and comforted by the word11,
"Let not your heart be troubled : ye believe in
