Wh en th e school bonds were defeated last month, there
came some bitter remarks against the taxpayers who
voted "no," as though they were penny~inching in pro-
viding mooey for schools. Now comes some more critl·
cism, th is time from the Harbor View School PFO board,
and di rected against the Newport Beach Ci ty Council
members. The PFO board members sought to put a share
of blame on the Council for app roving new subdivisions,
but shirking responsibili ty for providing new schools.
Both charges are unfounded -the penny"1)inching and
the shi rking of respons ibility. A loolc at the tax bill Is
defense enough for the burdened taxpayer: already, 55th%
of our city and coun ty taxes go for schools. A look at
the city charter and at the education code shows us that
the City Council members are not to be held accoontable
for school needs. They have trou ble enough already.
If money wou ld solve the school problem we should
have no school c rises . The problem goes deeper than
that. The taxpayer res i~tance is mo re than a tax..paying
revolt; it reflects also a growing disenchantment with
tax..supported schools, and with the inability of the tax·
payer to do anything about i t, other than voting "no" on
requests for more money.
Disenchan tment, of cou rse, does not solve any school
problems, and the PFO directors are rightly concerned
about overcrowding of existing school faci I ities. But
they should recogni ze the taxpayers' plight, and look to
another step that can be taken to alleviate the problem,
without call ing for more bonds or tax over~ides. I repeat
the fol lowing from the Log of two weeks ago:
A. ste p toward a possible solution Is the recent tax re·
lief resolutioo adopted by the Unified~oistr ict trustees.
This resolution asKs that home owners be perm1tted to
deduct from their fede ra l income tax statement the amount
of money paid as a property tax for edUcation. If parents
who wish to send their children to private schools of
their choice could obtain tax relief for this expense, a
considerable portion of student population would be
shifted from the public schools. This could eliminate
the need for mos t of the bond issues for additional
school construct ioo and classroom add ltioos.

the earth. Trumpet blasts shrilled. Flames
and smoke erupted. Though Moses had pre-
pored them for the occasion three days
earlier, rnony were terrified by the magni-
tude of the event. Through the centuries,
men and women, boys and girls, hove adopt-
ed the Ten Commandments as guide I ines
for their doily lives. They hove found them
to be excellent rules for o clean, happy ex·
perience. Unfortunately, the Fourth Corn•
mandment is often broken in our normal
conversations. This is to be regretted by
those who slip. Just as in Moses' time,
" ... the Lord will not hold him guiltless
that taketh His nome in vain."
