dlninc latrines. senlng Up cooking eq.ulpmcnt. building fences for the Rocks
and herds and all the rest. there was the vexing business o r keeping order. This
burden fell on Motea.
When Mo~' father-in-law, Jethro, came do wn to the camp from Midi an,
brtnllng Moses' wife, Zipporah, and her two sons, he watched when" Moses
sat to judge the people: and the people stood by Moses from the mo mlng unto
the evening. • Even for a man of Moses' superb phy!!ilque, the burden was kill-
ing. Jethro rebuked Moses, saying, "The thing th at thou doest Is not good.
Thou wUt surely wear ,away, both thou, a nd this people that is with thee: for
this thin1is too heavy for thee; thou art not able to perinrm it thyseH alone."
The incident a fford$ us an insightinto:oomeor the thing:> that had gone into
the preparation of Moses for his mighty work from God. His training i.n Egypt
under Pharaoh's daughter must have been extensive. There is a likely tradition
that he had experience ln at least o ne campai1n as a royal t-ommander. When
he Oed for his life after murdering the t:gyptian overseer, ht' took refuge with
the Midlanile tribe of J ethro (also C'alled Rt'uel ). As ist:u stomary when a
solitary fugitive attaches h imself to a close-knit tribal people, M oses married
the chieftain's daughter. The same thing happened many times when the
American mountain men li ved among the Plains Indians. The marriage
cements the union o f the ntowt:omer with the tribe. It is th(• shnplt:st fonn of a
universal principle of diplomacy such as was carried out by Ouvid and Sol·
omon, and among the kings of Europe fo r centuries. ('Jearly Jethro was
M oses' teacher in the life of the nomad desert herds man, and in matters of
authority and administralion under God. \oVhile Jethro was not a Hebrew, he
knew l;od and followed the true religion as established for all mankind, through
Noah. He came to the camp at Rcphidim to see ho w Moses wa:o dning, and he
counselled him to make some m ajor reo rgan ization. ~l os<.os took his advice
and no offense:
That it was necessary for Jethro to give thi:~ kind o f advk-e may reflect how
far nonn1al human o rganized life had broken down all over the civillzl>tl
wo rld. Leadenhip Is a cherished asset among any strong people. It must be
cultivated over many yean and is normally reserved in il!! hight'St fo rms fo r
the .. elders:" age and wisdom go together, modem liberals and other revolu·
tlonarles to the contrary no twithstand ing.
' A true leader will be conscious or this, 1!-nd will be cart!fulto nou rish the
natural structure of society so as to put limited respons ibilitit>S o n younge r
men. thus spreading the load of leaders hip a nd at the same time keepi ng a
pool from which to draw replacements. There is much mon· to be said a bout
the nece.sily in any healthy society to decentralize authority. But Jethro went
to the heart or the matter: it is too much for on(' mun-ev~n fo r a man like
Moses. The conditions of desert life a re such as to fon::e observance of these
principles among any tribe if it is to s urvive. But under a vast bureaucratk
system llke that of Egypt, under centuries of soft Jivin..:. the most basic rules o r
life a re forgotten and the structure of human sm·it•ty l'rumbles away. By the
time the danger Is apparent, it is too late for an .vthin~; less than drastic' measures
such as lhe Exodus under Muses.
The particula r s trut:ture recommended by .h ·thro and ad(1pted by !\·loses
is interesting. He chose ~able men. sul·h a s f(•ar(;ud. mt•n of truth. hatlng

rulers of hundreds, rulers of nfli es. and rulers of tl·ns. w After the ~oil apse of the

order did so on 'this very pattern. The structure they set up-lhe divisions of
thousands, or hundreds and of tens-continues to this day in the political
structure of the l 'nited States. The she riff is the ruler over the ~hund red " and is
still th e chief offidal for domestic govemmt'nt in this country. Punishment of
c rime is vested in the sheriff, wh o can muster cv~ry able bodied male in his
county as his deputy .
In t::ngland the term ~hundred " is applied to an ancient ttrritoriaJ division
intermediate between the t•1//n and the county. which divisions may roughly
correspond to the ~ten " and lhe ~lhousandw respectivdy. \'arious hames were

its court of justice. The word hundredum was a s often applied to th e court as
to the d istrict over whic h the court had jurisdiction. The sheriff always presided
over the princi pal sittings o f the court, and had in additio n to the ~-1osaic duty
of judging many other duties connected with guvemmcnt.
Here is highlighted what is perhaps the suprem e function of human govern-
ment: judging. The judge is th e one who makes decision s. :--.:ormally there is no
question about the rules or standards o f judgment. They come from God, and
are so embedded in the created o rde r that we speak or~naturallaw ." St. Paul

the laws uf human guvemment are made by legislatures o r democratic p roces-
ses o r o ther human agencit's. Thei r policies can o nly lead to complete dissolu-
tion o r human order. It is the judge who fears God and judges according to
truth. who holds the supreme power over legislature and administrato r. The
final act of Jesus as wo rld sovereign will be to judge the li ving and the dead.

FOR THOSE WHO HAVE recently lost •
lo ved one, or for the person wh o sincerely
fears death, some of the most comforting
words in the Bible may be found at John
5:24a29. Because He was healing the sick
on the Sabbath, the Jews accused Jesus
of being unlawful and tried to kill Him.
Cooll y standing His ground, He said
softly but firmly, "Verily, verily, I soy
unto you, he thai heareth my words, ond
believeth on Him that sent me, hath ever·
lasting life, and shall not come into coft•
demnotion; but is passed from ~eath u~to
life. , .1 soy unto you, the hour IS commg,
and now is, when the dead shall hear the
voice of God: ond they thot hoor shall.
live ••• Marvel not at this: for the· hour is
coming, in the which all that are in the
graves shall hear His voice ••• And shall
come forth; they that have done good, unto
the resurrection of life;'ond they that have

lion." All have sinned. Yet, untold mul·
titudes hove hod their s ins forg iven and
entered into a fresh, new life by open inSI
their hearts to Christ. These, then, look
upon death as on e xciti ng adventure, with
rewords and experiences far beyond hu·

that God has preserved them for a purpose
namely, that in the kinJ!:dom age (lhat i• when
the Lord Ch ~iat returns) the Jews 11hall poaaeu
their land. They will build rhe temple, and
sacrifices will be offered again; the govem-

"E~ in One Beauti/rll Place"
Because the fWleral and burial center concept
eliminates the need for processions through
heavy traffiC on overcrowded highways, fllllily
:ind friends alike may now pay their full ~
sp«ts by attending the burial service, as well
as the chapel service, aU at one beautiful plaa,
at less ClDit and more comenience.
