Last week's Council vote of 4 to 3 against the TV
policing did not se ttl e th e issue in Newport Beach. Nor
did last Monday evening's 3-3 tie vote that defeated the
motion to out th e issue on the Nov. 5 ballot. There will
be another tty at a sPeci al meeting to be called lor Aug.
29, when th e full Co uncil hopefully will be present. and
the motion for a ballot deci sion will be oHered again.
I am willing to let the matter stand just where it is
right now: refu sal to apply for the $497,122 in tax mOney
from the fede ral government to test ttre TV policing sys-
tem. If the Council does decide to out the issue to a
public vo te, ,l believe that the public decision will be

Newport Beach will no t suffer from the failure to get
the half million OOJi a,s from the federal govemment for
th e EPS tes t. Our city will gain in esteem for trie cour·
age and commo n sense in rejecting such an alluring
proposal. It is an exercise in prepostef't'us nai vete to
say that federal control will not follow federal funds.
That is the basic issue-no t TV spying. or invasion
of pri\lacy, o r TV peeking through window drapes, bot
inviting the federal ~vernmen t to get involved in tt~·e
all-impo rtant local functi on o f police protection. Make
no mistake abou t it, th e government will get involved
in th e all-imoo rtant local function of police protection.
Make no mistake about it, the ~vemm ent will get in -
volved, on ce it pro vides the mo ney.
Proponents o f the TV po li cing tes t speak reassuring ly
that th e government has no intention of exercising con-
trol, that th e on ly interest o l the !J)vemment is to have
the system tested. Memo ry, untQrtunately, is sho rt. For
example: m¥~y citizens do not even remember a ti me
when the federal government waSil 't involved in public
schools. It really was not very long ago that the lederal
aid promoters maneuvered Congress in to passing its
fi rst tiny federal aid legislation fo r schools. I can recall
the jubilant outcry o f tile liberals and left-wi ngers: "We
have finally succeeded in making the breakthrough ~"
An d a breakthrough it was. Since then has come mo re
and mor e legi slation, and more and more intru s ion of
the federal government in to our ou bli'c and once loca lly
man aged schools. It is no w a matter of course to r even
a relatively wealth)' school district such a s ours to
reach out a hand fo r fede ral funds tor projects that the
lo cal school board would not cons ider if it had to ex-
tract th e money di rectly from th e heavily burdened local
taxpayers. The in evi tabl e trend is toward complete·
federal domination of ou r public schools.
TheTVpolicing test would li kewise be a breakthrou!jl.
From such a se .. ningly harmless liaison with the federal
,govern ment would gradually develop s tronger bonds,
which in time wou ld becom e fetters of federal con tro l
over ou r local police department.
In th e linal analysis, respect for law and order Is mo re
impo rt an t th an a TV policing system. Public resoect
to r the integrity oYJd abili ty of our local police fo rce
wil1 be a greater cri me deterrent than a T V camera at a
street comer.
Let us support our lo cal police, and keep th em inde-
pendent of federal controls.
