I am indebted to Publisher Don Carpenter of the Mont-
rose Ledger fo r th is incredible bit o f information. The
Wa rren cou rt ru led that a person possessing an illegal
firearm cannot be compelled to register it, becaus e to do
so would fo rce him to incriminate himself, in vi olati on o f
the Fitttl Amendment. Don Carpenter adds the comment,
"We' have always main tained that no criminal would be
foolish enough to regi s ter his gun. The High Court now
tells him that he doesn't have to do so and cannot be
prosecuted fo r failing to do so."
After th e Haynes decision, the City of Chicago enacted
a gun registration o rdinance. In line with the Haynes
case, the city exempted all categories of ci tizens al ready
prohibited from owning a gun under city or state law. The
provisions of th e law a re imposed only on the honest
citizen. Any o ther city, or s tate, passing a gun control
law would undoubtedly have to make similar concessions
to,r criminals.
Gun con trol promoters are thu s following the Communist
rule fo r take-o ver: "Cause the registration of all fi rearms
on some pretext, with a view to con fiscating them and
leaving the pooulati on heloless." • • •

would suggest a showing of good faith by way o f cu tting
