coming into the city. Business and induR·
try carry their share of city expenses,
and then some, by providing a solid tax
base. Residences do not pay their full
share of the cost of city services. A por-
tion of the residential cost to the city
must be subsidized by the taxes that the
businesses pay.
In addition to providing a substantial
share of the tax base, we businessmen
are unpaid tax collectors for the city,
picking up the sales tax for both the state
and the city, keeping records, and turn-
ing In the collections.
For these reasons, It Is a matter of
good sense and falr play for the city not
to put additional roa,dblocks on an already
rough road !or businessmen.
There Is no justification for basing
license fees on the volume of business.
That variable Is already taken care of
by the additional sales taxes collected by
the larger businesses, and the additional
property taxes paid l)ecause of the greater
assessed valuation, and the additional
state and federal Income taxes pald by
the larger number of employees.
Newport Beach should continue the poli-
cy that dates to the beginning of the city:
that business license fees are not to be
considered as a revenue source, but as
a means of covering nominal adminis-
trative costs. The new ordinance would
mean a revolutionary change In this con-
cept. If such a breakthrough Is now made,
local business would be facing the threat
of periodic escalation of license fees In
the years to come.
Just a little over a year ago, business-
men and owners of commercial property
were threatened with a drastic ordinance
that would have hit hard at any hope of
improving business buildings, or of
constructing new buildings. At the very
last minute, awakened and aroused busi-
nessmen came before the City Council
and were able to have the worst features
of the ordinance eliminated. The same
can be done with the proposed revision
of the business license ordinance. But

port Beach City Council, and also of the
state legislature. These spokesmen repre·
sent six homeowner associations In the

the City Council to support the Badham-
Schmltz bill to remove the coast freeway
route out of Newport Beach and Corona
del Mar,

and from local community associations.
