m eaning left-wing publisher. Those were
the days when I thought that the Los
Angeles Times was the great conserva-
tive newspaper of the west, and that the
Santa Ana Register Wa3 a far-o'Jt editor-
ial freak sp ~u ting anarchy and :wtagon-
ism agains t s a 'red institutions ,lf ou r
cm.ntr y. For th e first time I heard th e
as~o'J:tding doctrine of oppositio:-~ to one
o~ th ~ att)~~ hallowed of those institu-
tions, o:.~r public schools. F ur voicing
this her esy, poJ':l:isher R. C. Ha iles of
the Register w·1s generally considered
to be somf'thing of a nut, and with that
judgment I was then in complete accord.
I r ead Mr. Hoiles' daily diatribes be-
caus e it was my duty as a newspaper
owner to Jc~ep u~ with the opinions of my
fellow publishers in the county. I becam.,
mighty riled, as did many others, o-;er
Mr. Hoiles' r epoated assertioas that the
p•Jbli c school could not teach m:)rality
because it is an instrumP.nt of for ce, not
of voluntary association. In time I came
to realize that my exasperation was due
mainly to the maddening fact that I could
not refute the loi;iC of Mr. Hoiles, wh n
w ~·Jld argue over and over again in So-
cratic fashion: Do 2 men have the right
to force a third man to give up his
mo:1ey J.tiainst his will, for a cause he
opposes ? Do 4, or 40, or 400 m en acting
in unison and complete agreem rnt have
th at right over the one man? What margin
of majority superiority does it take to
claim that right : I ,000 to I ? A million
to I ? M:. Ha ile s was consistent in his
assertion that for ce is imm oral, whethe r
it originates with an armed robber or
with gover nm2n t. He contended that a
g r oup of in dividuals, however rn ~ny, ca.l-
not have th e m .•raJ right to 1o that which
is imm.,rai for a single individl)al to do.
It is just as immoral for a hundred or
a th ousand or a million men to band to-
gether to take the property of a~other
man as it is for a bandit to r ob a man
at the point of a gun. Under that stern
logic of condemnation came the forced
taxation of individuals for the support of
so-called public schools, which M 1·. Hoiles
rightly identified as government schools.
The on ly r ebuttal is that the government
schools are justified by the fact that
education is a must, and that the only
way to guarantee education for all is
throu6h fo r ced taxation to finance the
schools--or, to say it more plainly: the
ends justify the means, a doctrine that
should be anathema to sound principle.
I offer this tribute to the memory of
R . C. Hoiles: that he helped lead me
away from my left-wing philosophy, as he
undoubtedly did for many others. There
were other forces at work also in my
conversion to conservatism--such as op-
erating my own business, and associating
with the many active and articulate con-
servatives in Orange County, and with
the growing number of devout Christians
--but a good share of the credit goes to
Mr. Holies for consistently pointing out
error and Insisting on search tor truth
In the only framework where It can be
found, In harmony with the moral abso-
lutes at the Scriptures. I salute the
memory of R. C. Hoiles, and I am glad
that I was able to tell him at my grati-
tude and debt to him before he passed

mined by the Board of Supervisors by Resolution 70-891 ,

BIDDERS' ATTE;o/TION Is called to Sections 1770 -1777,5
of the Labor Code which will require them If awarded the
contract to pay oot less tha.n said general per diem rate of
wages set forth to all laborers, workmen aod meclla.nics
empioyed in the execution of the proposed contract.
ONE AND ONE-HALF times Ule prevailing rate of wages
shall be paid any worldng lime 1n n:cess of eight (B) hours
in any one calendar day and for Saturdays, Sundays, and
legal holidays, unless otherwise noted. For less than eight
(8) ho urs per day the rate shall be that fraction of the fore-
go ing rates that the number of hours bears to elgtlt (8).
