T here have been trial balloons from time to time, fol- low ing that initial campaign -testing the local climate, and finding it about the same as before. Now comes a new try from a rather s urprising direction, the Orange County Grand Jury, with an assist from an oldt imer in the fie ld, Dr. Edward Lee ~ussell , who is the public heal th off icer for the county and also for our city. The 1965 Grand J ury has just issued a report, wh ich i nc ludes the foll owing s tatement: "lt is our recommenda- tion that a citizens committee be appointed by the 9oard oi Supe rvisors to implement the addition of fluorine to \he drink ing water of th e county ..• We fee l ther e is over>Yhelm1ng ev1den ce for the effectiveness of such a progr a m."
